CANNON BEACH —
Tangled and downed power
lines could lead to blocked
roads and chaos during an
emergency.
The city is in the midst
of an effort to get those lines
underground, lessening the
impact from outages and
removing ugly poles from the
streets.
The Cannon Beach City
Council has discussed the
possibility of eventually con-
verting downtown businesses
to underground services.
This would mean power
lines would be placed
underground and overhead
poles and wiring would be
removed.
The council primarily
wants to move power lines

tor Dan Grassick said, but
safety is another reason.
“When we have an earth-
quake, the biggest obsta-
cle that occurs to evacua-
tion routes is downed power
lines,” Grassick said.
When lines shake loose
and come down, they will
pull adjacent lines down as
well, blocking roadways and
escape routes.
“The best thing that
coastal communities can do
is put power lines under-
ground,” Grassick said. “It’s
better to have the power sys-
tem come undone under-
ground than above ground.”
If the city chooses to
move forward with the proj-
ect, it would take several
years to complete because of
its large scope, which may
include new street lights and
sidewalks.
A 2010 Cannon Beach
tsunami evacuation meet-
ing pointed to the need for
underground utilities to pre-
vent emergency evacuation
routes from being blocked
by downed power lines in
the aftermath of a quake or
tsunami.
Last fall, at an emergency
management meeting, Police

A 2015 Oregon Natu-
ral Hazards Mitigation Plan
describes similar projects in
Linn County, Benton County
and elsewhere as ways to
“enhance safety and reduce
losses” during storms and
other emergencies.
It is still unclear what put-

would cost Cannon Beach or
downtown businesses.

more than $126,600 on new
point of sale and registration
software for the city’s Parks
and Recreation Department.
The recreation management
system is expected to improve

The state Department of
Parks and Recreation is warn-
ing springtime visitors about
snowy plovers nesting on
beaches.
The tiny shorebird, pro-
tected under state law and
under the federal Endan-
gered Species Act, usually
begins nesting along in mid-
March. The birds nest in dry
open sand, in tiny, shallow,
ZHOOFDPRXÀDJHG VFUDSHV
The nests are easy to miss,
and plovers will abandon
their eggs if repeatedly dis-
turbed by activities they con-
sider a threat.
The Department of Parks
and Recreation, which has
legal agreements with the
U.S. Fish and Wildlife Ser-
vice, manages sites where
snowy plovers actively nest,
and sites where the habitat
has been designated as condu-
cive to nesting. Based on this,
recreation restrictions vary.

ing is not allowed during
nesting season on any stretch
of beach managed for plo-

Most plover breeding
areas in Oregon range from
Florence south to Bandon. In
recent years, though, a smat-
tering of nests have popped up
at some North Coast beaches,
a sign that holds promise for
the animal’s overall popula-
tion in Oregon and Washing-
ton state. The 2-mile Nehalem
Spit, just south of the entrance
to Nehalem Bay State Park,
will restrict vehicles, dogs,
and kites from until Sept. 15.
The northern 3 miles of beach
in the park are open to kites,
dogs, bikes, horses and all
other recreation.

“It’s been about 12 years that
we have been trying to do some-
thing like this,” Workman said.

Bussert will be taken off
patrol to focus on detective
work.
In addition, Workman plans
to add a permanent day shift
position to work 9 a.m. to 7 p.m.
