Affordable housing proposal makes headway in House
Bill would expand
urban growth boundary
onto farmland

SALEM — A bill aimed at increasing afford-
able housing by easing Oregon’s land use require-
ments within two pilot projects is making head-
way in the state House.
Under House Bill 4079, the process for
expanding “urban growth boundaries” would be
expedited by exempting local governments from
certain land use rules or goals on two 50-acre par-
cels — one next to a city with fewer than 25,000
residents and the other with more.
On Wednesday, the House Committee on
Rules passed an amended version of the bill 5-3
and referred it to the Joint Committee on Ways and
Means.
The committee’s amendment changes the size
threshold of the pilot project cities to 25,000 resi-
dents, down from 30,000 residents.
Pilot projects are excluded from Clackamas,
Multnomah and Washington counties under the
newest version of the bill.
Previously, the pilot projects were also barred
in Marion, Polk and Yamhill counties, as well as
a portion of Jefferson County, in addition to the
Portland metropolitan area.
The bill previously won the unanimous
approval of the House Committee on Rural Com-
munities, Land Use and Water last week.
The Oregon Farm Bureau and conservation
groups have opposed HB 4079, arguing that new
housing developments should occur within existing
urban growth boundaries where roads, powers and
water are more readily available that in rural areas.
Another proposal to expedite urban growth
boundaries more broadly across Oregon — Senate
Bill 1575 — while allowing limited “inclusionary
zoning” of housing tied to local incomes has died
in committee.
The Capital Bureau is a collaboration between
EO Media Group and Pamplin Media Group.

incorporate secure beds.
Warrenton City Commis-
sioner Henry Balensifer had
warned that he would with-
draw his support if secure
beds were not a component.
“This is welcome news.
I am very grateful for Mr.
Mays getting these assur-
ances and I am relieved to
hear our concerns were lis-
tened to,” Balensifer said in
a text message. “If our police
chief deems this to be accept-
able, I will renew my support
for this facility.”
The partnership, made up
of Clatsop County, Colum-
bia Memorial Hospital, Prov-
idence Seaside Hospital and
Greater Oregon Behavioral
Health, discussed secure
rooms at a meeting Wednes-
day. Clatsop Behavioral
Healthcare, the county’s
mental health contractor, will
operate the respite center.

our acute and chronic men-
tally ill residents,” said Asto-
ria City Councilor Cindy
Price, who wanted the addi-
tional security.
The respite center is under
construction and it remains
unclear why the partner-
ship waited until this point to
commit to secure rooms.
Johnston said cost and a
philosophical difference with
law enforcement were factors.
City leaders in Astoria and
Warrenton had believed that
a certain number of secure
rooms was part of the initial
pitch for the project.
In their letter, city coun-
cilors in Astoria implored the
partnership to “look at this
project from the perspective
of those responsible for pro-
viding public safety services
to the community, and take
the steps necessary to include
secure beds within the respite
center.
“They are a necessary ser-
vice to the community.”

work early after an injury, or
that she was retaliated against
as a whistleblower.
In the memo, Management
and Training Corp. said Fer-
guson was terminated for vio-
lating fraternization rules by
giving a key to her house to
a student when she was out of
town, as well as giving a gift
to another student.
Management and Train-
ing Corp. said Ferguson didn’t
report any gender discrimina-
tion until the possibility of her
termination arose. The com-
pany also provided evidence
of seven other employees pre-
viously ¿red for fraternization,
three male and four female.
“This is exactly what my
attorney told me was going
to happen,” Ferguson said,
declining further comment.
Eric Fjelstad, Ferguson’s
lawyer, was not immediately
available.

First of two complaints
Ferguson’s
complaint

seamanship instructor, alleges
she was retaliated against
and eventually terminated for
reporting unsafe work condi-
tions, poor treatment of stu-
dents, unTuali¿ed staff and
other issues with Tongue
Point’s seamanship program.
A report by the company in
response to Jones’ allega-
tions found almost all of them
unfounded.
Jones filed claims with
the Bureau of Labor and
Industries against both Man-
agement and Training Corp.
and the Inlandboatmen’s
Union, which sponsors the
school’s seamanship pro-
gram and employed her as
an instructor.
Collision cleared
Katrina Gasser, the busi-
ness and community liai-
son for Tongue Point, said an
insurance claim related to a
minor collision with the sea-
manship program’s training
vessel, the Ironwood, had also
been closed, with no payout
by Management and Training
Corp.

scraped his outrigger while
he was towing another boat
upriver near Point Adams in
