The $1.81 million renovation
project closed the senior center
two years ago and temporarily
transplanted the center’s activ-
ities to the <acht &lub on :est
Marine Drive, a move that led
to a reduction in members. After
repeated delays and design revi-
sions, construction began in
summer 2015 and wrapped up
last month.
“It was looking pretty
shabby, as you all know, and it
was time for a facelift,” Astoria
Mayor Arline LaMear said after
senior center Board President
John Ryan’s introduction.
The renovation features a
commercial kitchen; LED light-
ing; a new roof and new win-
dows; and an upgraded heating,
ventilation and air conditioning
system.
“I’m just really delighted
with the results of this whole
senior center, both as the mayor
of Astoria and, perhaps more
importantly, as a senior citi-
zen myself,” she said. “Our
senior citizens have given hours,
months and years of volunteer

time to this community, and we
appreciate that so much. I kind
of think of this as a thank-you
to our senior citizens, and I do
mean that from the bottom of
my heart.”
Older Americans Act
Bonamici — an advocate for
congressional funding of com-
munity block grants that pay for
such projects — is working to
reauthorize the Older Americans
Act, which helps fund meals-on-
wheels, community centers and
elder-abuse prevention.
The congresswoman sits on
the House &ommittee on Edu-
cation and the :orkforce, which
is handling the legislation. The
1965 act was last reauthorized
in 2006 and expired at the end of
¿scal year 2011.
Though she can’t predict
a timeline for reauthorization,
“:e’re really in the ¿nal steps,”
she said before the ribbon-cut-
ting. “The chairman of the com-
mittee knows that it’s a prior-
ity of mine, and I’m constantly
reminding him and other col-
leagues about why it’s import-
ant to reauthorize this program
and keep it going, improve it and
make it better.”
“The next step is for the
House to work with the Senate
and come up with something
that’s going to go through both
chambers,” she said.
There is strong bipartisan
support for making sure seniors
have access to nutritional sup-
port and community centers, she
said.
“A lot of it comes down to
how much money is authorized,”
she said. “That’s what we’re cur-
rently discussing, and I hope we
can reach something soon and
get it through the process.”
Bonamici told the audi-
ence that she’s ¿ghting back
against proposals to make cuts
in programs like Social Security,
Medicare and Medicaid.
“Every day now in this coun-
try, about 10,000 people turn
65, and a lot of people have not
planned adequately for retire-
ment; so what we can do as pol-
icymakers to help people pre-
pare for that is really important,
in addition to not cutting Social
Security.”

Bergin said the focus of the
policy debate should not be on
more gun control, but rather on
the short length of prison sen-
tences and prison beds not being
used.
He urged Gov. Kate Brown
to consider the Seaside shooting
before approving more justice
reinvestment laws. “I hope she
remembers what the real, true
cost was,” he said.
The justice reinvestment ini-
tiative, approved by the Leg-
islature in 2013, was meant to
address the increased growth of
Oregon’s prison rate and the ris-
ing costs of corrections.
The goals were to decrease
prison population growth and
reduce recidivism while also
protecting public safety and
holding criminals account-
able. The initiative was part
of a national prison-reform
movement.

expected, Bergin said, and
was able to attend Goodding’s
memorial service.

of his life,” Bergin said.
The ¿ndings of the shooting
investigation show Davidson
was legally and morally justi¿ed
in shooting Ferry. Before hav-
ing to use his service weapon,
Davidson ¿rst used a Taser
when Ferry refused to show his
hands.

ticularly the taking of another
human life lightly,” Marquis
said.
Marquis expressed the same
concerns as the sheriff and Sen.
Johnson.
“There are people in the Ore-
gon Legislature who seem much
more concerned about making
sure people never go to prison
or they get out as fast as possi-
ble,” Marquis said. “I’m sure
none of them ever wanted to see
anybody like Ferry get out, but
unfortunately records like his

we need to draw attention to,
and I applaud you for your
leadership and talking about
that issue and how important
it is.”
In 2013, a $128.8 million
bond measure to build a new
campus was defeated by vot-
ers. Now Seaside’s Associ-
ated Student Body leaders
are spearheading a campaign,
called Don’t &atch This :ave,
to raise tsunami awareness
and school relocation funds.
Superintendent Doug Dough-
erty also has said he will seek a
new bond measure on the bal-
lot this year.
In &ongress, Bonamici
sponsored the Tsunami :arn-
ing, Education and Research
Act of 2015. The bill, which
Bonamici said has biparti-
san support and passed once in
the House of Representatives,
would do four things: create
better tsunami warning systems;
provide more assistance for
tsunami preparation; improve
coordination between differ-
ent agencies dealing with tsu-
nami science, technology and
regional preparedness and pro-
vide more community support
through outreach and education.
“I’m really proud of that
bill,” Bonamici said. “I’m
working on getting it through
the House again, because of
the slight changes made in the
Senate.”
After Bonamici spoke,

a presentation detailed the
impending &ascadia Subduc-
tion Zone earthquake, antic-
ipated to be at least a magni-
tude of 8.7, and the following
tsunami, projected to bring
surging water about 80 to 100
feet above sea level.

important,” Bonamici said.

ognized, not only by me, but
by others across the state.”
