“The bottom line is the
county makes the ¿ nal
decision, so to have a two-
step process and two-step
review process is really not
necessary,” Giguiere said.
During public comment
Wednesday, some South
County residents spoke in
support of keeping the com-
mittee, or at least stream-
lining its role in the county.
The residents called it
an important community
resource and a group that
knows its community.
John Mersereau, a for-
mer committee member,
said he recalls when the
group formed more than
30 years ago. Its intent
was to have neighbors
closely involved with new
developments.
For years, he said, it
worked well.
“People were able to talk
over differences. Some-
times there were changes
made, sometimes there
weren’t,” Mersereau said.
“It was a face-to-face meet-
ing with neighbors to hash
out some differences. That
had value to me.”
After disbanding the
committee, the Clatsop
commissioners offered an
alternative for Arch Cape
area residents. The board
agreed to begin formally
recognizing neighborhood
associations.
The associations would
be able to comment on
land use matters, but would
have no review or approval
authority themselves.
Commission Chairman
Scott Lee said the asso-
ciations could form in all
corners of unincorporated
Clatsop County, not just the
Arch Cape area. Potential
locations include Clatsop
Plains, Elsie-Jewell, Lewis
and Clark/Olney-Walluski
and rural Seaside.
“A neighborhood associ-
ation will do more to bring
the community together and
affect the needs of Arch
Cape,” Lee said.
In other business:
• The Board of Com-
missioners approved the
employment contract for
new County Manager Cam-
eron Moore. The former
chief executive of¿ cer for
the Champaign County, Illi-
nois, Regional Planning
Commission will join the
county April 6. His start-
ing salary will be $150,000
annually.

American imagery — gym
pads at the grade school,
carpet sections, other pieces
of artwork and stickers on
helmets — would be a min-
imal cost, he said, while
the most dif¿ cult situa-
tion would be ¿ guring out
what to do with the purple
statue in front of the high
school, fused together with
1,000 smaller metal war-
riors made by students in
the 1970s.
“One thing I want to be
clear on is that it’s also my
recommendation we incor-
porate more local Native
American culture in our
area,” Jeffery said, noting
the mascots in the district
bear more resemblance to
Mohawk and Great Plains
tribes.
In 2007, the district had
a cartoonish Native Amer-
ican caricature in the high
school gymnasium replaced
with a mural of Clatsop-Ne-
halem tribal members row-
ing a canoe on the Colum-
bia River. Regardless of the
mascot, Jeffery said, the
district should work with
local tribes to get more cul-
turally relevant curriculum
into its schools.
Jeffery said he will have
the district’s administrators
develop non-native imag-
ery for the Warriors, while
recommending the district
invite public comment over
the next two board meetings
March 8 and April 12.

“A comrade in uniform has
fallen in the line of duty,” Can-
non Beach Post Commander
Dan O’Reilly said. “He hero-
ically performed his sworn oath
until the end. His sacri¿ ce must
never be forgotten.”
O’Reilly’s son, Michael,
a police commander in Kent,
Washington, will attend the
service representing the Kent
Police Department.
“It takes your breath away,”
he said of the shooting. “This
really hits close to me.”
When Goodding joined the
Seaside Police Department, he
was one of the ¿ rst recruits to
train under Jason Schermer-
horn, who was then a corpo-
ral of¿ cer with the department.
The two men met soon after
Goodding moved to town, and
their wives became fast friends.
Schermerhorn, now the
Cannon Beach police chief,
worked with Goodding all 13
years, 10 of those years in the
Seaside Police Department.
Goodding was shot and
killed by a suspect wanted on a
felony warrant.
Schermerhorn was one of
the Cannon Beach of¿ cers who
responded to the scene of the
Friday shooting.
“It’s certainly a huge loss for
the law enforcement commu-
nity, and for all of our families,”
he said. “He was a big family
man. He was a great volunteer
for his daughters and other girls
with basketball.”
Goodding’s family, friends
and colleagues could always
rely on him, Schermerhorn
said. “And he just had a great
sense of humor,” he added.
Bruce’s Candy Kitchen
locations in Cannon Beach and
Seaside are both donating to the
Goodding family. Seaside Out-
lets has agreed to match up to

Bus routes likely delayed
due to Friday memorial

announced it is expecting
delays in the scheduled
bus routes Friday due to
the large number of people
from the region who will
be attending the memorial
service for Seaside Police
Sgt. Jason Goodding at the
$5,000 of the donations that

Taylor, co-owner and pro-
duction manager at Bruce’s,
was close with Goodding as a
friend and fellow coach.
“I’m very grateful to have
known him,” Taylor said.
“We’re grateful for the com-
munity that’s here. It’s a good
tribute for Jason. We want to
spread the love and take care
of the girls. This is a chance for
people who don’t know them
but want to help.”
Many others took to the
Cannon Beach Police Depart-
ment Facebook page to
express their condolences and
Seaside Civic and Conven-
tion Center.
“South County Routes
101 and 20 will be most
affected,” Jeff Hazen, the
district’s executive direc-
tor, said.
The district will be post-
ing updated route delay
information throughout
the day at www.ridethe-
bus.org. “I would like to
prayers for the family.
Megan Morris, of Warren-
ton, works at Columbia Bank
in Cannon Beach and had close
family ties with Goodding, who
was her father’s friend. Good-
ding’s daughter was her sister’s
friend.
“I heard about it before it
was public through friends,”
Morris said. “I was obviously
shocked and heartbroken.”
On Saturday, she began a
fundraiser for the family on
the website GoFundMe. The
page raised $10,000 in three
days, with contributions from
more than 150 people. Dona-
tions were given to the Ore-
gon Fallen Badge Foundation,

family. “ We want to do what-
ever we can to encourage peo-
ple to assist and donate to the
Oregon Fallen Badge Founda-
tion,” said Executive Director
