Public input sought
on county manager
At an open house last week, resi-
dents gave the city feedback on three
potential variations for a library and
housing along 12th Street and Ex-
change Street, with open space along
Duane Street. The city has previously
discussed a possible amphitheater for
the square, which is scarred by an open
pit with contaminated soil.
The city wants to use a new library
as the foundation for redevelopment at
Heritage Square. A previous plan called
for renovating the aging library at 10th
Street and expanding into the vacant
Waldorf Hotel, but preservationists ob-
jected.

The public can offer opinions on what
Clatsop County should look for in a new
manager through a quick online survey.
The Clatsop County Board of Commis-

Sheriff nabs woman on felony warrant for heroin

Clatsop County Sheriff
Tom Bergin arrested a Seaside
woman on a statewide felony
warrant out of Clatsop Coun-
ty Circuit Court at 3:33 p.m.
Thursday.
Bergin was driving south-
bound on U.S. Highway 101
when he noticed the car in
front of him driving reckless-
ly. Bergin pulled the car over
and found that the passenger,
Cassandra A. Dempsey, 25,
had originally been convicted
on a heroin charge and was
required to turn herself in to
serve jail time for that convic-
tion.
When she hadn’t shown
up at the jail, a warrant was
issued for her arrest. The driv-
er, Brandon L. Carlson, 22,
of Astoria, was charged with
reckless driving. He was cited
and released at the jail.
In addition to now hav-
ing to serve her jail sentence,
Dempsey was also charged
with possession of a con-
trolled substance after eight
Vicodin pills were found on
her person. Dempsey does not
appear to have a prescription
for these pills, according to
the Clatsop County Sheriff’s

stopped. I deleted my Face-
book, I deleted everything. I
stopped all communication
with the victim,” he said.
The relationship between
Bloom and the girl was dis-
covered by the girl’s parents
and the parents of one of the
girl’s friends, according to

and intervention was a key
factor in the case, Humphrey
said.
As part of his sentence,
Bloom is required to register
as a sex offender and have no
contact with the victim or her
family. He will also have to

work to do. I want to go back
to college and get an educa-
tion and do something with
my life,” he said. “I made a
mistake. I have to live up to it
and move on.”
