al other controlled substances
during the search. Detectives
also found and recovered sto-
len items, hundreds of used
hypodermic needles and drug
paraphernalia.
“Due to the dangerous
living conditions in the res-
idence, detectives contacted
the Fire Marshal of Seaside
and the Clatsop County elec-
trical inspector, who deter-
mined the residence was dan-
gerous and uninhabitable,”
the release stated.
The evidence gave detec-
tives probable cause to arrest
two other suspects Monday.
Vicky Renea Moyer, 43, was
arrested for delivery and pos-
session of heroin, possession
of prescription amphetamine
tablets and possession of ec-
stasy tablets. William Berkley
Waddell, 46, was arrested and

session of methamphetamine.
Following the arrest, de-
tectives obtained and served
another search warrant on
Moyer’s vehicle. They seized
methamphetamine, heroin, a

Longtime program
The state Department of
Natural Resources has run
a firefighting program at
the Youth Camp for years.
Qualifying youth camp res-
idents complete classroom
and hands-on training and
testing in the winter and
spring. Those who success-
fully complete the program
and have good behavior
records are then allowed to
help fight wildfires around
the state.
The youths work in con-
junction with professional
firefighting crews and are
closely supervised at all
times. Some work on the
fire line, digging trenches
and clearing brush, while
others work at base camps,
assisting with food prepara-
tion and other support du-
ties.
The Seattle Post-Intelli-
gencer reported Tuesday the
social services’ Juvenile Re-
habilitation Administration
had pulled all teen inmates
from the fire line, pending
further investigation of the
incident.
David Griffith, a spokes-
man for the rehabilitation
group told the newspaper
that the incident was “rare,”
saying there have not been
any previous incidents
where a youth in the fire-
fighting program stole a gun
or tried to harm himself.
