REQUEST FOR PROPOSALS
PUMP STATION NO. 1 UPGRADES
Sealed proposals will be received up to the hour of 2:00p.m. on August
25, 2015 by Ken P. Cook, Public Works Director, City Hall, 1095
Duane Street, Astoria, Oregon 97103 for design and installation of the
following project:
PUMP STATION NO. 1 UPGRADES
The City of Astoria is seeking proposals from qualified contractors for
design and installation of new variable frequency drives (VFDs) on two
pumps; design, program, install and commission a new programmable
logic controller (PLC) based control system for control of all three
pumps in the pump station; install new level measure and level alarms
in the wet well; and replace the existing motors in two pumps. The
project will be designed and constructed in two phases using a
progressive design-build delivery method.
Request for Proposal (RFP) packets may be obtained from the
Engineering Office, Astoria City Hall, 1095 Duane St, Astoria, Oregon,
(503) 338-5173. All design-builders who intend to submit a proposal
under this RFP must register with the Engineering Division.
Proposals received after the above specified time will not be considered.
The carrier, including the United States Postal Service, is considered
an agent of the proposer.

PUBLIC NOTICE
SOLICITATION FOR BIDS
Youngs River Lewis & Clark Water District has backflow assemblies to be
tested, repaired, and the repaired ones retested, throughout the District.
This will be a (3) three year contract, starting the year 2015 and ending
2017.
Notice is hereby given that sealed bids will be received by the Youngs River
Lewis & Clark Water District Office at 34583 Hwy. 101 Business, Astoria
OR. 97103, until the hour of 2:00pm August 28, 2015 for annually testing
our 85+ backflow assemblies, at which time the bids will be publicly opened
and read aloud. Any bids received after that time will not be considered.
Submit bids in a sealed envelope, marked backflow testing bids.
No bid will be considered unless the Bidder is registered with the Construction
Contractors Board or Licensed by the Landscape Contractors Board as
Required by ORS 671-530.
Tester bid will provide for the benefit of our customers, general liability
coverage as outlined in ORS 701-671 (currently $500,000).
No plea of ignorance of conditions that exist, or that may there after exist, or
that will be encountered in execution of the work, as a result of the
Contractors failure to make necessary examinations and site investigation,
will be accepted as a basis for any claim for extra compensation or the
extension of time.

On August 20, 2015, the Planning Commission will hold a Town Hall
meeting to begin discussion on potential changes to the Cityʼs
Development Code, Land Use and Zoning Map, and Comprehensive
Plan aimed at implementing recommendations in the Astoria Riverfront
Vision Plan. The Town Hall meeting will focus on recommendations for
the “Neighborhood Greenway” area located north of Lief Erikson Drive
approximately from 41st Street to 54th Street. Community members
are encouraged to attend the Town Hall meeting for a presentation on
the Vision Plan implementation for this area. Public comment will be
received.
The City adopted the Riverfront Vision Plan in 2009. The Vision Plan
includes a variety of recommendations related to land use and
development, transportation improvements, and parks and open space
facilities along the riverfront between Youngʼs Bay and the Alderbrook
Lagoon.
The City has secured a grant from the Oregon Departments of
Transportation and Land Conservation and Development to update its
Development Code and Zoning Map to implement land use
recommendations in the Riverfront Vision Plan. The Vision Plan
identifies four different sub-areas along the riverfront. This third phase
of the project will focus on the “Neighborhood Greenway” area as
identified above. Development Code updates may address
requirements associated with types of land uses allowed in different
areas, building heights, building siting, landscaping, and requirements
for access to the river, as well as retaining views of the river and
surrounding areas.
