Governor appoints new state
administrative services director

SALEM — Clyde Saiki, a veteran
of three decades in state government,
is Gov. Kate Brown’s choice to lead
the Department of Administrative Ser-
vices, which oversees budget and man-
agement of state government.
Saiki has been a deputy director of
the Oregon Department of Transpor-
tation since January 2010, and was at
the Department of Human Services for
nearly 25 years before then.
Brown, in her announcement Tues-
day, said Saiki’s appointment is the
first of a number of changes she is
planning since the Legislature ad-
journed in July .
“These changes, many of which
were anticipated, afford me the flexi-
bility to assess and restructure my team
to make state government more ac-
countable, equitable, and responsive to
the needs of Oregon’s working families
and small businesses,”Brown said.
Brown took over as governor upon
the resignation of John Kitzhaber in
February . About two weeks later, in
early March , Michael Jordan — who
was closely identified with Kitzhaber
— resigned as administrative services
director. Jordan, formerly chief oper-
ating officer for Metro, a Clackamas
County commissioner and Canby city
administrator, now is a bureau director
for Portland city government.

High-level appointments
Brown has at least three other
high-level agency positions to fill.
Since the end of the legislative ses-
sion, Erinn Kelley-Siel resigned at the
Department of Human Services, Sean
Robbins at the Business Development
Department, and Maj. Gen. Daniel
Hokanson as adjutant general at the
Military Department.
Kelley-Siel and Robbins are leav-
ing for family reasons, and Hokanson
was promoted to lieutenant general and
assigned to a command based in Col-
orado.
During the session, Brown made one
high-level appointment and proceeded
with another.
She named Salam Noor to succeed
Rob Saxton as the leader of the De-
partment of Education and deputy state
schools superintendent. Noor, a for-
mer Salem-Keizer schools official, had
worked at the education agency and the
Higher Education Coordinating Com-
mission.
She went ahead with the nomina-
tion of Lynne Saxton as director of the
Oregon Health Authority, which has
the largest budget among state agen-
cies. Saxton began on an interim basis
in January , after Kitzhaber nominated
her for the job. The Senate confirmed
the appointment after Brown was given
time to review it.
The Capital Bureau is a collabo-
ration between EO Media Group and
Pamplin Media Group.
Lewis and Clark celebrates
National Park Service’s birthday
National p arks can cele-
brate birthdays, too.
Lewis and Clark Nation-
al Historical Park will cele-
brate the National Park Ser-
vice’s 99th birthday from 11
a.m. to 3 p.m. on Aug. 22.
The celebration will take
place at Netul Landing at
the park.
Festivities will include
face painting, children’s
crafts, free canoe rides for
those 5 years and older, mu-
sic, painting lady bugs on
rocks and an insect catch-
ing contest, according to a
news release from the park.
Food, including a vegetari-
an option, will be free cour-
tesy of the Lewis and Clark
National Park Association.
The Astoria-Warrenton Li-
ons Club will prepare the
food.
The park will also com-
memorate the 60th anni-
versary of the Fort Clatsop
builders, who volunteered
their time to construct the
replica of Lewis and Clark’s
camp at Fort Clatsop.
“Without them, this park
wouldn’t have existed,”
said Cydonie Fukami with
Lewis and Clark National
Historical Park.
Many of the original
builders, as well as others
involved in the project, will
be present during the festiv-
ities.
During the Aug. 22 cele-
bration, admission to Netul
Landing will be free. Ad-
mission to the park will be
free Aug. 25 in honor of the
National Park Service’s ac-
tual birthday.
Riverwalk cleanup planned for Love Your Columbia

invasive species removal,
restorations, river cleanups
and celebrations.

east end of the Columbia
River Maritime Museum
from 9 a.m. to noon on Aug.
22 to clean the Astoria Riv-
erwalk.
Volunteers will receive a
T-shirt. No preregistration is
required.
Attempted assault
• At 4:39 p.m. Monday,
Astoria Police arrested Rob-
ert Brett Smalley, 51, Asto-
ria, for attempted assault,
menacing and disorderly
conduct at Columbia Memo-
rial Hospital, where Smalley
was a patient who reported-
ly became combative with
hospital staff, according to
police.

Dual roles
Saiki will retain the dual role of ad-
ministrative services director and chief
operating officer for state government
that Kitzhaber had assigned to Jordan.
He is a graduate of Oregon State
University.
Saiki began at the Department of
Human Services in 1986, when he be-
came supervisor of the agency’s volun-
teer services. When he left at the end of
2009, Saiki had been the chief admin-
istrative officer and deputy director for
operations of what was then the largest
agency in state government.
Saiki has been deputy director for
central services at the state Depart-
ment of Transportation since January
2010. He did a short stint in 2012 as the
state’s interim human resources chief at
the Department of Administrative Ser-
vices .
