Oregon lawmakers ask Congress to reclassify pot
/eJislators hope &onJress Zill remove
pot from the list of 6chedule narcotics
By HILLARY BORRUD
Capital Bureau
6A/(M ² 2reJon laZmaNers
Zant to call on the 8.6. &onJress
to remove mariMuana from a na
tional list of the most danJerous
narcotics and ZorN out a solution
that Zould Jive stateleJali]ed pot
businesses access to banNs.
The state +ouse6enate com
mittee that has been ZorNinJ
on mariMuana issues has voted
to pass a measure that Zill send
that messaJe to &onJress. 6enate
-oint Memorial calls on &on
Jress to declassify mariMuana as a
6chedule , druJ under the feder
al &ontrolled 6ubstances Act and
ZorN on banNinJ solutions for pot
Zho asNed for the memorial to be
drafted.
)errioli said that “probably
the most immediate benefit” of
deschedulinJ mariMuana Zould be
that universities could ramp up re
search on the plant.
As for the current lacN of ac
cess to banNs, )errioli said as lonJ
as mariMuana businesses are still
forced to operate on a cash basis
Zithout the financial tracNinJ of
financial institutions “you still
haven¶t really improved public
safety.”
)errioli is part of a ZorN Jroup
orJani]ed in conMunction Zith
Gov. .ate %roZn¶s administra
tion to e[plore solutions to the
lacN of banNinJ options for can
nabis businesses.
The +ouse6enate commit
tee heard more testimony on the
issue Thursday from business,
businesses in states Zith leJali]ed
mariMuana.
DruJs are listed under 6ched
ule , if they have a hiJh potential
for abuse and no accepted medical
value in the 8.6. +eroin is anoth
er druJ listed as 6chedule , Zhile
methamphetamine has a loZer
classification under 6chedule ,,.
AccordinJ to the memorial,
states and WashinJton, D.&., have
some form of leJal mariMuana.
“5eally the memorial is our lit
tle love note to &onJress to say,
µ3lease help us unscramble this
issue by unschedulinJ mariMua
na and dealinJ Zith the financial
prohibitions in the federal banNinJ
system,¶” said 6enate Minority
/eader Ted )errioli, 5-ohn Day,
credit union and banN represen
tatives.
1oah 6toNes, oZner of &anna
Guard 6ecurity, said his business
provides security systems to mar
iMuana businesses that help them
comply Zith reJulations. +oZev
er, 6toNes said, a banN closed his
accounts for both &annaGuard
6ecurity and a separate home
security business after banNers
learned of 6toNes¶ connection to
the cannabis industry.
%anNs are supposed to notify
federal reJulators of suspicious
activity, includinJ druJ trafficN
inJ, and pot businesses operat
inJ in compliance Zith state laZs
have struJJled to find any banNs
that Zill accept their deposits.
AlthouJh the 8.6. Department
of the Treasury issued Juidance
to banNs in that they could
do business Zith statesanctioned
mariMuana businesses, financial
institutions that ZorN Zith the
cannabis industry could run into
trouble if future presidential ad
ministrations reverse that policy.
)errioli said it does not maNe
sense that banNs remain at risN if
they deal directly Zith mariMuana
businesses, Zhen the same banNs
already receive money from pot
enterprises that has been funneled
throuJh local and state Jovern
ments in the form of ta[es and
other payments.
“, thinN the inconJruity is deli
cious,” )errioli said. “We can do as
a Jovernment Zhat Ze Zon¶t alloZ
the citi]ens to do. , thinN that¶s a
stronJ arJument for us rethinNinJ
the reJulations for banNs.”
