prohibits sales of
medical marijuana
in downtown core

The Seaside City Coun-
cil approved a plan Monday
night to prohibit medical
marijuana dispensaries in
the city’s downtown core.
After a yearlong moratori-
um on dispensaries, the vote
completed the process of ex-
cluding portions of the city
from the sales of medical
marijuana.
The legislation sets re-
strictions on where medical
marijuana dispensaries can
operate and allows the city
to distribute business licens-
es to dispensaries, according
to City Manager Mark Win-
stanley.
City staff reviewed a
number of different options
for outlining the exclusion
area before determining an
area between a line 600 feet
north of the Broadway right-
of-way that extends from
the east side of North Prom
to the west side of North
Roosevelt Drive, and a line
drawn 600 feet south of the
Broadway right-of-way that
extends from the east side of
South Prom to the west side
of South Roosevelt Drive.
Councilors said in earlier
meetings that the exclusion
zone would maintain a “fo-
cus for families” downtown,
and that it “made sense” for
sales to take place outside of
the downtown core.
Monday’s vote was ad-
opted without discussion by
the council. “It’s been a long
road, counsel,” said Mayor
Don Larson, addressing City
Attorney Dan Van Thiel.
“And I thank you sincerely.”

Councilors Jay Barber, Ran-
dy Frank, Seth Morrisey,
Tita Montero and Dana Phil-
lips all voted in support of
the amendment.
After its passage Mon-
day night, the ordinance will
have a 30-day enactment
period in the event of an ap-
peal.
The city has not ad-
dressed sales of recreational
marijuana, which becomes
legal on July 1.
State law provides legal
definitions for marijuana,
dispensary, cardholders and
license and requires all dis-
pensaries to be registered in
accordance with the law and
administrative rule. Regis-
tration by the Oregon Health
Authority, however, does not
guarantee a dispensary is
permitted to operate under
applicable local municipal
regulations.

summer youth camps hosted by
Lewis and Clark National His-
torical Park.
Several spots are open in the
Nature Adventure Camp, held
July 13-17, and in the Nature
Survival Camp, held July 20-24.
Both camps are led by expe-
rienced educators, including bi-
lingual, Spanish-speaking coun-
selors and recreational leaders,
according to the national park.
