Two-day razor clam dig cleared to get underway Saturday
LONG BEACH, Wash.
— Clam diggers have a
green light to proceed with a
two-day razor clam dig start-
ing Saturday at three ocean
beaches. The Washington De-
partment of Fish and Wildlife
approved the digs after ma-
rine toxin tests showed the
clams on those beaches are
safe to eat. All of the digs are
scheduled on morning tides.
No digging will be allowed on
any beach after noon.
The upcoming dig is
scheduled on the following
dates, beaches, and low tides:
• Saturday; 6:23 a.m., 0.2
feet; Long Beach, Twin Har-
bors, Mocrocks
•·Sunday; 6:59 a.m., -0.3
feet; Long Beach, Twin Har-
bors, Mocrocks
WDFW has also pro-
posed additional digs in May,
pending the results of future
marine toxin tests. Tentative
dates for those digs are posted
on the department’s website at
http://1.usa.gov/1J6o6hE
All diggers age 15 or older
must have an applicable 2015-

censes, ranging from a three-day
razor clam license to an annual

wa.gov and from license ven-
dors around the state.
During all upcoming digs,
state wildlife managers urge
clam diggers to avoid dis-
turbing snowy plovers and
streaked horned larks. Both
species nest in the soft, dry
sand at Leadbetter Point on
the Long Beach Peninsula,
and on a section of Twin Har-
bors beach.
The snowy plover is a
small bird with gray wings
and a white breast. The lark is
a small bird with a pale yel-
low breast and brown back.
Male larks have a black mask,
breast band and “horns.”
To protect these birds, the
department asks that clam
diggers avoid the dunes and
areas of the beach with soft,
dry sand. When driving to a
clam-digging area, diggers
should enter the beach only at
designated access points and
stay on the hard-packed sand
near or below the high tide
line.
Details on how to avoid
disturbing nesting birds can be
found at http://wdfw.wa.gov/

Oyster growers win permit for new anti-shrimp spray in bay
Pesticide use revives longstanding
objections by environmental advocates

WILLAPA BAY, Wash. — A
new permit issued by the Wash-
ington Department of Ecology

use a nicotine-like pesticide to
combat a growing native popu-
lation of burrowing shrimp that

bor. However, some locals and
environmentalists say the pesti-
cide, Imidacloprid, will do more
harm than good.

injecting an estimated $270
million or more into the re-
gion’s economy, according to
NOAA. It supplies thousands
of people with jobs. Washing-
ton’s tidelands — especially
those in Willapa Bay — have
been particularly productive for
more than 100 years.

a key economic contributor in
Washington’s coastal areas and,
by issuing this permit, we can
help protect the economic vital-
ity of these family businesses
for years to come,” said Sally
Toteff, director for Ecology’s
Southwest Region, in a state-
ment April 16.
Studies go back and forth
on the issue, but Imidacloprid,

one of the many likely culprits
in bee colony collapses docu-
mented across the country in
recent years. Scientists study-
ing the permit throughout its
development have said there is
little chance bees could come
into contact with the pesticide
in Willapa Bay and Grays Har-
bor.
After several years of delib-
erations and studies, Ecology
has now selected the pesticide
as a “preferred, less-toxic alter-
native” to other control meth-
ods that have been permitted
since the 1960s.
The pesticide replaces what
growers were allowed to use
DAMIAN MULINIX — EO Media Group
Burrowing shrimp are one of the most plentiful species in
Willapa Bay. They churn up the surface of the bay’s mud-
flats, making them too soft to support oyster cultivation. A
newly authorized pesticide used to control them is reviving
longstanding objections to the use of chemicals in the bay.

at the request of the Willapa/
Grays Harbor Oyster Growers
Association which submit-
ted an application to Ecology
seeking a water quality permit
allowing growers to use Imi-
dacloprid. The use of carbaryl
was phased out as the result
of a consent decree that ended
D OHQJWK\ OHJDO ¿JKW EHWZHHQ
oyster growers and environ-
mental advocates, including the
Washington Toxics Coalition
and Willapa-based Ad Hoc Co-
alition.
Pesticide concerns
But some Willapa Bay res-
idents believe that concern for
the industry is pushing aside
concern for the people who live
there.
“There are many, many
problems with this permit,” said
Fritzi Cohen in a phone inter-
view April 21. Cohen owns and
operates the Moby Dick Hotel
on Willapa Bay and was a lead-
er of the Ad Hoc Coalition. She
contends that Willapa’s oysters
are too contaminated by chem-
icals for human consumption.
She and others worry about
how growers are allowed to
spread Imidacloprid and fear
it will contaminate not just the
oyster beds but surrounding ar-
eas, too. The permit will allow
for aerial spraying so long as
wind speeds don’t exceed 10
miles per hour, for example.
“How you can aerial spray
and respect the 100-foot buffer
that they mention in the permit
is beyond my imagination,” she
said, adding, “These pesticides
… they kill.”
She is also seeing fatigue
set in among people who have
long opposed the various pes-
ticide applications allowed on
the bay to control everything
from burrowing shrimp to
aquatic plants.
One man, at a public com-
ment period earlier in the
process to approve the use of
Imidacloprid, said he felt that
nobody pays attention to the
comments they submit.
“So I think people weigh
whether it’s worth it to public-
ly oppose these things,” Cohen
said. She added, “the repercus-
sions can be, you know, un-
friendly.”
Agency observations
A review of Ecology’s pe-
tition for the Imidacloprid per-
mit by the U.S. Environmental
Protection Agency in 2013 out-
lined possible risks for aquatic
organisms, plants and land and
water animals.
“There are a number of un-
certainties related to the pro-
posed use of Imidacloprid on
oyster beds in Willapa Bay and
Grays Harbor,” that review
concluded. The EPA cited lack
of studies to show long-term
effects on some organisms as
well as uncertainty on model-
ing approaches and other con-
cerns due to an initial lack of
data.
Under the new permit, the
Willapa-Grays Harbor Oyster
Growers Association must sub-
mit an annual operations plan
for Ecology to approve before
any use of the pesticide. Grow-
ers will be able to use pesticide
on up to 1,500 acres of com-
mercial tidelands in Willapa
Bay and on up to 500 acres in
Grays Harbor. It can be applied
no more than once a year and
only in low-wind conditions —
safety measures that Ecology
says are designed to minimize
the impact to other species.

term of the permit, Ecology
will require growers to conduct
