PROJECT DESCRIPTION
The intent of this contract is to provide physical separation of the storm water from the sanitary sewer system for the
area generally from Duane Street to Madison Avenue and from 14th Street to 18th Street. The following is a brief
summary of the major elements of Work that are to be provided by the Contractor.
1. Removal of existing pipes, manholes, catch basins, sidewalks, curbs and other structures, or filling and abandoning
of pipes and structures.
2. Slip lining of 24-inch diameter storm drain piping through existing piping
3. Installation of new storm drain piping (6-inch to 12-inch diameter).

A MANDATORY pre-bid meeting will be held on April 2, 2015, at 10:00 AM, local time, in the Astoria Walldorf
Conference Room, 2nd Floor, City Hall, 1095 Duane Street, Astoria, Oregon, 97103. Bids will be accepted only
from bidders attending the pre-bid meeting. If a bid is submitted by a contractor having not attended the pre-
bid meeting, it will not be accepted and will be returned unopened.
Any bids received after the above specified time will not be considered. The carrier, including the United States Postal
Service, is considered an agent of the bidder.

Bids will be publicly opened and read by the Public Works Director at 2:00PM, local time on April 16, 2015 in the
Astoria Walldorf Conference Room. All bids must be accompanied by a certified check, a cashier's check or bid
bond in an amount equal to at least 5% of the total bid.
If the total bid exceeds $50,000.00 the contract will be subject to Prevailing Wage Statute ORS 279C.800 to 279C.870.
The contract is NOT subject to federal prevailing wage rates under the Davis-Bacon Act (40 U.S.C. 3141 et seq).
Pre-qualification of bidders is required. Forms may be obtained from the Engineering Division Office, 1095 Duane
Street, Astoria, OR 97103, (503) 338-5173. Pre-qualification applications must be received at the above location no
less than seven (7) calendar days prior to bid opening. Required minimum pre-qualification class(es) of work for the
Contractor (or Contractor in combination with proposed subcontractor(s)) for this contract are:
