Salem man arrested after high speed chase
By KYLE SPURR
The Daily Astorian
A Salem man, driving a
stolen Honda Accord, took law
enforcement on a high speed
chase down U.S. Highway 101
early Sunday morning.
The nearly 100-mile-per-
hour chase ended in Cannon
Beach, where police set up a
spike strip on the highway.
Patrick Rocha Dacosta, 22,
was driving the stolen 1990
Honda Accord southbound on
New Youngs Bay Bridge at
1:39 a.m. Sunday when a Clat-
VRS &RXQW\ 6KHULII¶V 2I¿FH
deputy attempted to stop him
for having a headlight out.
Dacosta did not stop. The
RI¿FHU FDOOHG DKHDG WR *HDU-
hart and Seaside Police, who
blocked the side roads, keep-
ing the chase on Highway 101.
$VHFRQG6KHULII¶V2I¿FHGHS-
uty then joined the pursuit, and
Cannon Beach Police were
called to set up the spike strip.

pace with Dacosta because the
roads were dry and clear of

day.
Law enforcement agencies
have strict policies on pursuits,
weighting the crime versus the
risk and balancing the condi-
tions and the dangers to the
public if the suspect is let free.
“It was as safe and success-
ful of a pursuit as we could
ask for,” Phillips said. “It was
pretty clean and a good col-
laborative effort between the

Beach Police.”

ending the pursuit in Cannon

Dacosta was arrested and
charged with attempting to
elude police with a vehicle,
unauthorized use of a vehicle,
possession of a stolen vehicle,
identity theft, two counts of
recklessly endangering an-
other person, reckless driving
and possession of burglar’s
tools.
The recklessly endangering
charges relate to a passenger,
Austin Cooley, being in the car
during the chase. Cooley was
charged at the scene with un-
lawful entry and use of a motor
vehicle, but the Clatsop Coun-
W\'LVWULFW$WWRUQH\¶V2I¿FHLV
not perusing the charges at this
time.
Dacosta was indicted by
a grand jury Tuesday and is
scheduled for an arraignment
hearing at 1:15 p.m. April 1.
After an initial court appear-
ance Monday, Dacosta was
released from Clatsop County
Jail, according to a conditional
release agreement.
