Potter, an architect who served
on the Astoria City Council, dies

Tom Potter, an architect
who served on the Astoria City
Council and was involved in
the design of several notable
buildings, died Monday. He
was 77.
Potter represented Ward 4,
which covers the east side of
the city, for one term on the
City Council from 1997 to
2000. The advocate for private
property rights also served on
the Planning Commission and
the Historic Landmarks Com-
mission.
“Everything he did like
when he was on City Council
and all of that, he did it for the
community,” said Catherine
Stutznegger, one of Potter’s
three daughters. “He just en-
joyed being here. He loved the
area. He enjoyed the people.
He had great friends.”
Ann Potter, a bookkeeper
who was Potter’s wife of 47
years, died in 2013. Stutzneg-
ger said her father had a “bro-
ken heart. Just got tired; ready
to go see Mom.”
According to Norman
Stutznegger, Potter’s son-in-
law, Potter was born in Wis-
consin and graduated from
Arizona State University after
studying architecture. He came
to Astoria in 1965.
As an architect, his son-in-
law said, Potter worked on the
Columbia River Maritime Mu-
seum, Astoria Middle School,
Clatsop Community College
and the Astoria-Warrenton
Area Chamber of Commerce.
A 19-year-old Asto-
ria woman was reportedly
assaulted by an unknown
man Tuesday night on the
Astoria Riverwalk.
The woman contacted
the Astoria Police at 11:12
p.m. Tuesday to report the
assault. She had been walk-
ing on the Astoria River-
walk near 31st Street when
she was grabbed from be-

was skeptical of historic pres-
ervation mandates. He once
moved a property line for a

keeping with the spirit or in-
tent of the rules.

ists when he appointed Potter
to the Historic Landmarks
Commission a few years af-
ter the architect left the City
Council. Van Dusen argued
that Potter would bring bal-
ance to the commission.

His son-in-law said Pot-
ter had pattern blindness,
which is why he was partial
to black. He said Potter would
often volunteer to drive peo-
ple in the restored Model A at

“He was a very, very, very
generous, civic-minded man,”

daughters Catherine Stutzneg-
ger, Pauline Riutta and Jeanine
