Question: Shall the Port of Astoria elect commissioners by subdistrict, and
terminate current terms of office of incumbent commissioners?
Summary: A Yes vote authorizes election of port commissioners by
subdistrict. The subdistrict boundaries match and change with the
boundaries of Clatsop County Commission Districts. Only an elector
registered in a subdistrict is eligible to run for office in that subdistrict, and
voters in the subdistrict can only vote for subdistrict candidates. The terms
of office of all incumbent commissioners would end June 30 following the
first regular district election after passage of this measure. Of the five new
commissioners elected by subdistrict in the first regular election, the two
commissioners receiving the highest number of votes would serve four year
terms, the remainder would serve two years. If a vacancy on the board
occurs as a result of failure to nominate and elect board members, the
governor may appoint commissioners, and the appointees must be
registered electors of the subdistrict represented by the vacant position.
