THE GOVERNOR-GENERALS.
In the good old days of Peter
; Cartwrigbt, an expression in com
mon use among the people was
"crowding the mourners," and it
would seem that the artful plotters
who fixed up the bill of fare at the
late republican primaries, have cer
tainly "crowded" the people
' who reside outside the city of Cor
vallis. Just for the sake of fairness
and in the general interest of the
taxpayers, should not the majority
of the county court come from the
body of the people and not be cen
tralized in Corvallis. The city by
its charter and local government
has control of its own special inter
ests and business, and constitutes a
road district within itself. It pays
for its own roads by special tax tm
der its charter and is completely In-
deoendent of the balance of the
i -
county. E. Woodward for county
judge, on Fourth street, Corvallis,
and G. W. Smith for commissioner
on Eighth, one in ward number 2
and the other in ward number 3 in
the citv of Corvallis,- and both in a
road district not amenable ' to the
general laws of the state, in the
event of their election would place
the people of Benton county in the
position of having a majority of a
court running its business affairs
and vet residing in a road district
not within the laws of the county;
to say nothing of the managing of all
. the public roads and bridges of Ben
ton .
While the city is full of great
men, competent men for any pub
lie trust, it is no where recorded
that Corvallis has anabsolute mon
oply in the production of public
men especially designed to run the
roads and bridges as well as the
fiscal affairs of Benton county, par
ticularly that portion outside of the
county seat. Why, in justice to
those who reside in precincts other
than the four in Corvallis, should
the body of the county court be
taken from the second and third
wards of the city for managing, out
side business, and that in view of
the fact than a considerable portion
of Benton is outside the corporate
limits of the city. Is Benton coun
ty a Philippine province to' be gov
erned by governor-generals from
Corvallis? What good reason can
be assigned, and who will assign
it, stating wby a farmer from Phi
lomath precinct and asesteemed citi
zen of the town of Philomath had
to be thrown down to make room
for a commissioner from Eighth
street, and a judge from - Fourth
street, Corvallis? .
Since it is a matter, not of cleri
cal or mere ministerial duties, but
of actual governing; and of govern
mg the territory of the who!e coun
ty except Corvallis; and since con
trol of the court is involved in the
election of the governor generals
trom Eighth and Fourth streets,
outside taxpayers will naturally
raise questions as to the fitness that
would in no sense attach to other

substantial interests both . without

Father Writes" a Letter Tells
how Half Grown Boys
Reel in Corvallis.
It has always been understood
that one must go away from home
to hear the news. In the Argus,
volume 1, number 28; published at
Albany, dated at Corvallis, and
signed "Father," appears an ar
ticle in which some of the statements
will be startlingjn the way of news
to Corvallisites. . in nis article,
Father" states that he has always
been opposed to saloons, and that
he voted for a dry town at the last
election, and that he and "hund
reds of others" are going to vote
for a wet town now. Here are some
of the things "Father" says:
"When the saloons were running
herey we had little or no trouble to
keep liquor away from minors. The
saloon keepers dared not to sell it
to them, because by so doing, tney
risked having their licenserevoked.
Today, young and old drink treely,
and the habit has spread among the
minors to an alarming extent. Let
me say right here, to the surprise of
many, the local option law is being
well observed. I do not think that
any man can buy a glass of liquor
in town. At least, so I have been
told by persons well informed. But
the quantity of. liquor that is
being shipped in to individuals has
been growing until today, it is no
exaggeration to say that more liq
uor is being used in the town than
when saloons were running. .Then
we were never compelled to gaze
upon the awful spectacle of half
grown boys reeling along the
streets under the influence of liquof
This is now no uncommon sight.
"I was taking to a professor of
the college the other day and he
told me that drinking had increased
among the college boys during the
last year. We had one of the most
orderly towns in the whole Wil
lamette Valley a couple or years
ago, but now, just walh down Main
street on a Saturday evening and
see for yourself. . The saloons were
driven out, but a worse condition
exists. In jest, men say here, that
four saloons were closed but one was
opened when local option went into
effect; the one opened is the express
office."
"Father's" statements are print
ed here as a matter of news, so that
Corvallisites can read some of the
things that are being circulated
about their town. The misrepre
sentations are so gross that they are
thcr own denial. The overstate
ment is bound to react, md to
damage the cause in which they
are published. If there is - such
person as "Father" in Corvallis the
brethren had better keep him out
of print or Benton will go dry by
an awful majority. It is a safe
guess that many of those who op
pose a dry county d not want their
locality painted abroad in the col
ors that "Father" gives it. "Half
grown boys reeling on the streets,"
College professor's declaring that
"there is increased drinking by
college boys" and kindred state
ments in "Father's" article are
things that it is almost certain that
even the former local saloon keep
ers do not approve.

Picnic Ground Passes from
Private Ownership,
Citizens of Bellfountain neigh
borhood are to give a picnic on
June 2nd for which extensive prep
arations are being made. Some
time ago ten acres of land including
tne Keiitountain picnic grounds,
was purchased by the citizens of
that locality for which they agreed
to pay $300. About half the pur
chase price has been paid. The
remainder is to be paid from the in
come of a series of picnics to be
given there. The grounds are to
be called Bellefountain Park. It is
one of the loveliest localities to be
found anywhere and the public is
to be congratulated upon the fact
that the old "camp ground" is ded
icated to its use. '
- CAMP MEETING.
A holiness camp meeting will be
held on the farm of J. H. Starns,
four miles southwest of Albany, be
ginning June 7, and holding for
ten days or more. Rev. M. J, Car
micheal will conduct the meeting,
which will be held in a fine maple
grove on the bank of the Willam
ette river. Everyone invited.
