Tomorrow afternoon ushers in
the annual convention of the State
Good Roads Association, which
convenes at the Opera House for a
three days' session, Delegates to
the number of 150 or 200, and in
cluding many prominent men of
the state are expected to take part
in the proceedings. The program

time be allowed to interfere with
the sewering, grading, paving,
planking, repairing or al'ering of
any of the streets or alleys of said
city or with any work of like char
acter undertaken for or ou behalf
of said city in any of such streets or
alleys.
Section 6. Whenever any per
son or corporation having obtained
permission from the street commit
tee of the common council of said
city shall desire to remove any
building or other structure through
any street of said city with which
moving the wiies or other conduct
ors of the person or corporation en
joying this franchise shall in any
manner interfere the person or cor
poration enjojing this iranchise
shall upon twenty four hours no-
ice from the said street committee
or some member tnereot raise or re
move such wires or other conduct
ors so as to allow the free and un
obstructed passage of such building
or structure and upon the lailure ot
such person or corporation to raise
or remove any such wires or other
conductors the said street commit
tee may raise or remove any such
wires or other conductors and re
cover from the person or corpora

the expense -thereof.

decision as to the valuation of said
electric plant shall bs final. In

shall not be deemed a part thereof
or of value. 'When the value ot
such plant shall be found, and de

amount so determined shall be paid
by said city of Corvallis to the eaid

veyed to said city clear of all in

construed as giving to said city the
rigbt or option to purchase or ac
quire said power plant or any ap
paratus used in or about tbe same
or neces-ary for its full enjoyment,
including th right and franchise
for the use of the streets, alleys, av
enues, boulevards and thoroughfares
of said city for said power purposes.)
Section 10. In case the said city
ehall at any time notify tbe person
or corporation enjoying this fran
chise of its election to exercise the
option ptovided in tbe foregoing
section, failure on the part of such
person or corporation enjoying tbe
franchise to do and perform all acts
and things necessary and proper by
him or it to be done and performed
to consummate such sale within a
reasonable time after such notice,
this franchise and all rights and
privileges hereby granted, so far as
tbe same relates to tbe establish
ment or maintenance of such elec
tric plant or grants any privilege so
sell electric light to any person or
corporation within said city shall
cease and become null and void.
From and atter the purchase of
such electric light plant or from
and after the purchase of the elec
tric light plant of the Corval
lis Elec'ric Light and Power Com
pany, or in the event of so much
purchase, under authority or power
so to do contained in an ordinance
of said city and contract with said
company, dated-
1903, or otherwise, this franchise so
far as it gives or grants any right
or privilege to sell electric light to
any person or corporation in the
city of Corvallis, or to maintain a
plant for 'such purpose in said city,
shall become null and void.
Section 11. In consideration of
the rights herein granted the city
of Corvallis shall have the rigbt to',
suspend upon the poltsor other fix-!
tures placed by the person or Corpo
ration enjoying this franchise, any
and alt wires which may be requir- ;

service.
Section 12. The rights, privile
ges and franchises herein granted
shall continue and be in . force for
