OF PERITONITIS,
He Died at Eugene His Funeral in
Corvallis This Afternoon.
The funeral of A. R. Hartley,
the son of Mr. and Mrs. J. G.
Haitlev. is in progress at the Pres
byterian church as the Times goes
to press. He died in the hospital
at five o'clock Saturday afternoon,
of oeritonitis. He had been em-
nloved for some time in a sawmill
at Coburg. A few weeks ago a
slow fever attacked him, but he
nnntinned at his DOSt of duty for
two weeks while the illness was on
He gave up, howeveJ, a week ago,
and came to Eugene where he en
tered the hospital for treatment.
Peritonitis set in shortly, and he
died Saturday afternoon. He came
to Corvallis about two years . ago
from Minnesota and was 22 years
of age.
The body arrived on the after
noon train yesterday. Rev. Bush
conducted the funeral service at the
Presbyterian church this afternoon.
This interment is in Odd Fellows
cemetery. - The deceased was a
. member of the Presbyterian church
arid Christian Endeavor society.
The family, reside in the Vanhoosen
property near the crossing.
CITY INVESTIGATES.
Eight of Water Company to Extend
Mains Legal Advice Sought.
Has the Corvallis local Water

It is under advisement by the city
attorney. It has the special con
sideration of the light, and watir
committee of the council. It is
wondered about by many people.

the circumstance to make x'ea
sions of this kind is disputed. The
city itself is going into the water
business. The franchise under
which the old company receives the
right to dig up streets and put in
new mains for purposes of ex ten
sions expired some years ago. It
had a limit, that limit was "fifteen
years, and the fifteen years is up;
The company claims a perpetuil
franchise, but eince the lafe.-t fran
chise they received had a limit and
that limit is expired, the idea ot
some well posted people is that ev
ery vestige ot right the company
had, has passed into tbe sweet Sub
. sequently. 1 hat was the view ex
pressed by nearly every member of
the council at last night's meeting.
The sentiment on the subject, was
unanimous. A motion to refer the
matter to the city attorney and the
light and water committee with
power to act received every vote,
and became the dictum of the meet
ing. . .

But Still Expected-r-Franchise-
for
Electric Power in Corvallis.
The electric power project for
Corvallis did not get a place in the
proceedings at the city council
meeting last night. The proposi
tion was described in Friday's
Times, when it was stated that a
franchise would probably be asked
of the council. Mr. McNary, the
attorney for those behind the pro
ject was at the meeting. He came
to Cornallis on the franchise pro
position. Certain councilmen were
interviewed on the subject. How
they may have stood on the ques
tion of granting the franchise is
not known. On some -account, no
petition was presented. It is deem
ed possible that the parties to the
franchise are not agreed among
themselves, 'and that the delay is
only a postponement until every
thing can be satisfactorily adjusted.
Sentiment among the councilmen
is understood to be more or less
favorable, provided the franchise
properly guards the interests of the
city. Many of them look forward
to ultimate ownership of the elec
tric light utilities, and operation of
the plant under public direction.
The opportunity for such owner
ship will come in thiee years. It
is stipulated in the present contract
with the electric light people that
by giving a year's notice of its pur
pose, the city can five years after
the date of the contract, :take the
plant; at a price to be fixed
by three arbitrators. The con
tract as originally drawn was to
run for 10 years of. which two
years have expired. If, within
two years from ;;the present time,
therefore, the city should desire to
own, control and operate the el
ectric light,; business, it 'Would give
notice to the electric light people,
of its purpose, antHn a year there
after pay the price fixed by a board
of three arbitrators and proceed to
oprrate the works. Whether or
not when the time comes the people
will bedisposed to take hold of the
business will probably depend large
ly upon coming events.
Of one. thing, there is no .doubt
Wood, fire and steam cannot com
pete with the power generated in
the eternal flow of mountain
streams. The question of the trans
mission of the power in the moun
tain waterfalls and rapids to the
"cities and towns of the valleys has
beenlargely solved. When Cor
valhs has her quota of such power
as cheaply as others, she will be on
equal footing with all the other
towns and cities in bidding for in
dustries that require power. In se
curing such power, however, every
proper right of the city ought to be
carefully and unerringly safeguarded.-.

It is believed that the petition
for the proposed franchise may " be
presented to the council at a special
meeting. Friday night. Mr. Mc
Nary returned to Salem this morn,

FRIDAY NIGHT.
In College Chapel Hindoo Necroman
cy and Stringed Music.
An entertainment that ought to
be of unusual interest is to be given
in College chapel Friday evening.
A great Hindoo magician which is
to appear in the necromancy of Hin
doo land, said to present spectacles
astonishing in character and ditu-
cult of explanation. Among things
that will be seen are vanishing men,
the spontaneous growth of trees
and flowers and other strange illus
ions. I he perlormer will be Man-
ek Shah, Imperial Necromancer to
his highness, the Rajah of Burmah.
Hindoo stringed music will be giv
en and the performer will play the
American violin at his back instead
of in-front, as is usual. Another
feature of the programme will be
vocal music ' and stereoptican views
of Hindoostan alone with brief de
scription of social customs, and his
tory. There will be a small admis
sion fee. '

is money in the City Treasury to
pay warrant number 3491 drawn
on the General fund and endorsed
