Chemical and bacteriological an
alysis shows that the water in Rock
Creek is in all things superior. The
statement of the experts who super
vised the investigation is that it is
as good if not better than Bull Run
or any other water. No other re
port ought to have been expected,
' since the source of the stream is in
the summit of Mary's Peak, where
there is neither sewer, drain or
seepage of any sort to contaminate.
If, in the future, the water from
this pure, mountain stream shall
be served in Corvallis households, a
healthful beverage for the growing
children, the invalid and all others,
it will be a condition most fortun
ate for the town and its people.
Pure water and fresh air are vital
-essentials in happy life, and in the"
procuring of either, dollars should
be little considered. ;

house It was all so different from

an animated conversation about
each other's health, the weather,
crops and other every day affairs

old inhabitanTa few years ago.
"Hello old man, how are you?''
went on the clerk at one end of the
line, at which the oldtimer, could
he have been raised from the grave
and brought in to see the thing
done, would have dropped his jaw
in open mouthed amazement : and
possibly fhave turned pale at the
thought. A grand smile that
sounded like a horse laugh illumin
ated the features and the voice- of
the Corvallis talker; at which the
oldtimer, if present, in the flesh,
would in all likelihood have figur
ed it out that the talker was ready

to a citizen . used to phones , and
phoning, and accustomed to the
ways of this meteoric 20th century,
Si seemed mighty strange for a maa
in Corvallis and a - friend in Lob
ster to be engaged in a running
conversation with - as much ease
and satisfaction as - though they
were standing face to face.
The conversation was over the
new Independent line, V by which
there are now complete connections
throughout the Alsea country.

Full Text of Corvallis. . Water Works
: " Bill, Recently Passed by the
Legislature. '
Section"!.- The city of Corvallis
hereinafter referred to as the city,
is authorized and empowered . to
construct or purchase, keep, con
duct and maintain water .' works
therein and elsewhere, of a char
acter and capacity sufficient to fur
nish the city and inhabitants there
of, as well as the places and people
along or in the vicinity of the lines
of pipes, conduits or aqueducts
constructed or used for. such pur
pose, with an abundance of good,
pure, wholesome water for all uses
and purposes necessary lor the
comfort, convenience and well be
ing of the same, and to that end
may acquire by purchase or other
wise, and own and possess such real
and personal property within and
without the limits of the cityy-as in
the judgment of the persons herein
authorized to construct, purchase,
conduct and maintain the same may
be deemed necessary and conven

Together with full power t-ex-ercise
the right of eminent domain
within and without the limitfc-vof
said city, and for the purposes afore
said may also issue bonds anf dis
pose of the . same as hereinafter
provided. ; ' '....
Section 2 The power and auth
ority given to the city by section 1
hereof, to construct or purchase
water works and issue and dispose
of bonds therefor, shall be exercised
as hereinafter provided by the fol
lowing named substantial taxpay
ers and bona fide residents thereof,
namely: E. Woodward, M. S.
Woodcock. R. H.. Huston, Thos.
Leese, B. F. Irvine, S. L. Kline,
P. Avery, W. S. McFadden and J.
R. Smith, who shall be styled - col
lectively, "The Water Committee"
and hereinafter mentioned and re
ferred to as the committee. ..."
Section 3. The water commit
tee, at their pleasure, shall elect a
presiding officer from their numb
er, who shall be styled the chair
man ol the committee; and i they
shall also elect a clerk, who shll
be styled clerk of the committee;
said presiding officer and clerk shall
hold their respective offices until
their successors are elected and
qualified. ",
Section 4. Whenever any mem
ber of said committee above named
or hereafter elected as herein pro
vided, shall arrive at theage of 70
years, or shall cease to be a taxpay
er or a bonalide resident of the city
of Corvallis, or shall become a
member of the commission, then in
either of said events there shall be
deemed to be a vacancy in . said
committee;
Whenever a vacancy shall exist
in said committee as a result- of the
causes above named, or by reason
of the death or resignation of a
member, the said committee shall
at its nex) regular meeting elect
from among the substantial tax
payers and bona fide residents of
the city of Corvallis, a sufficient
number of persons to fill all vacan
cies then existing, provided C how
ever that in the- event ; the . said
committee shall for the period of 3
montns alter such vacancy, or , va
cancies occur, be unable to . agree
upon any person or persons to fill
such vacancy or vacancies, thereaft
er the mayor of said city of Corval
lis shall vote with said committee
for the purpose of filling such - va
cancy or vacancies. '
Section 5. Five members of the
committee shall constitute a quor
um for the transaction of all busi- 1

Section -The chairman of the
committee, shall, if present, - pre
side at all the , meetings thereof,
and in case of his absence the com
mittee may. appoint from their
number a chairman for the ' time
being.
Section 7. The chairman of the
committee shall execute all written
contracts thereof, and -sign all ord
ers for the payment of money au
thorized thereby.
Section 8. The clerk of the
committee is its clerical . offiqer,
and he shall make and keep a 'fair
minute of its acts and doings,
countersign all - orders authorized
by it and signed bye the chairman
for the payment of : money and wit
ness all written contracts signed
by the .chairman on its behalf,
keep" its accounts-, and . have the
custody of its books and papers
and may by and with the consent
of the committee appoint a deputy
clerk. .
. Section 9. The committee shall
appoint a treasurer, who shall give
a bond in such sum as it may re
quire,:, and who snail nave the care
and custody of all money ; received
by the committee from the sale of
bonds or otherwise, for the v con'
structlon or purchase of - water
works as herein provided,- and shall
pay out the same on theorder of the
chairman, countersigned i by the
clerk of the committee, and ' not
otherwise.

real property be sold in the manner provided
by law for the foreclosure of real estate
mortgages, for gold coin of the United States
of America, by the sheriff of Benton county
Oregon, and that the proceeds derived from
such sale be applied, by the party making
such sale, as follows, to-wit: First, to the
payment of the costs and expenses of said
sale ; second, to the costs and disbursements
of this suit ; third, to the payment to plain
tiff of the sum of $300 as a reasonable at-'
torney's fee herein; fourth, to the amount
found due in said decree upon said notes and
said mortgage that is, the sum of $3,200,
together with interest thereon at the rate of
6 per centum per annum from October 2,
1903 ; and, lastly, if any remainder there be,
to the defendants, on demand, as their in
terests may appear ; that all of the defend
ants be forever barred and foreclosed of all
right, title and interest of, in and to said
real property, and of all equity of redemp
tion therein, except, only the statutory right
of redemption ; and for such other, further
and different rule, order or relief as to the
court may seem proper and equitable in the
premises.
