D. W. Campbell is designated as general superintendent; P. L. Burchhalter, chief engineer; H. A. Hinshaw; general freight agent, and John M. Scott, general passenger agent. With the exception of the chief engineer, Burckhalter who is dis trict engineer of the Southern Pa cific, supplants R. T. Guppy, who has resigned to take a position on the Southern Pacific's staff in California. ' A better system of taxation would yield enough revenue, and taxes would be more easily paid.
