Plans and specifications for the grad-; ing and macadamizing of Fourth, Thir-1 teenth and High Streets have been ' given to the council and unless the j property owners along these streets : protest they will soon find that they : have a street in front of their prop-1 erty that will be a quagmire in the winter and a cloud of dust in the summer. About two years ago Ninth Street was well improved with maca dam, but if any person .will take the trouble to look at this street he will see that it is covered with mud from two to three inches or more. The police ex amination excites the greater dis trust because it is, as a rule, con ducted in secret by police agents only, the accused having neither counsel nor friend present. The American public believes that the process of interrogation, called "the third degree," is a SHOCKING ABUSE and that testi mony thus procured in the absence of a judge or of counsel for the accused should NOT BE ADMISSIBLE IN COURT. It is quite true that a confession procured by threats is now inadmissible, but the question whether or not threats were used is a question of fact which can be tried. THE RIGHT VIEW IS THAT ALL "THIRD DEGREE" CONFES SIONS SHOULD BE THROWN OUT, IRRESPECTIVE OF THE PRE CISE METHOD OF PROCUREMENT. IT IS NOTORIOUS THAT CON FESSIONS EXTORTED BY EITHER MENTAL OR BODILY TORTURE ARE APT TO BE FALSE. No admission or confession made by an accused person in reply to interrogatories of the police should be received aa evidence. It is very doubtful whether "third degree" methods really con tribute in this country to the CONVICTION of criminals Coun sel for the defense can often win a jury by describing the police meth ods of procuring confession. Do the property owners wish to pay their money out for a street that will be covered with sev eral inches of mud in winter and cov er the adjoining property with dust in the summer? If the residents of these new streets decide to place hard surface at the beginning, they will find that in ten years the hard surface will actually be less expensive than would be the macadam, for on hard 'surface there is no carting of tons of mud in the winter and no spending of hundreds of dollars in the summer for oil to settle the dust. The most interesting feature of the entertainment was a comedy entitled, "Resolved that ot is better to be a grass widow than an old maid." Theodore Miller and Alone Phillipps represented the affirmative side and Roberta Schuebel and Ther- low McKene the negative. The judges, who were Allie Levitt, M. Miller and Walter Elliott, decided in favor of the affirmative. The program began with a reading by Maud Davis. Sev eral recitations also were given.
