Be enacted by the people of the State of Oregon: Be it enacted by the Legislative As , sembly of the State of Oregon: Section 1. .That Section 3447 of " Lord's Oregon Laws be amended so as to read as follows: Sec. 3447. "Providing Registration books and blanks. It is hereby made the duty of the county clerk of each county in this state to procure forth with a sufficient supply of all the .books and blanks required by this chapter, and to register all the elec tors in the county, who have not registered since the year 1910. The board of commissioners of each county shall order to b paid out of the county treasury the reasonable and necessary expenses so incurred by the county clerk Section 2. That Section 3449 of Lord's Oregon Laws be amended so as to read as follows: Sec. 3449. Form of Registration blanks. The following registration blanks, designated as "registration blank A" and "registration blank B" shall be printed upon sixteen-pound cap. superfine paper, eight and one- half inches wide, and fourteen inches in length, with a blank margin of one inch on the left hand side of the blank, the back of which margin shall ' be gummed five-eigths of an inch in ;' width. They shall be in pads of one hundred each: Oregon Registration Blank "A" This blank serves for two purposes: For registering with a. notary public or justice of the peace, as prvided in section 3455, in which case two wit nesses are necessary; also for use if challenged under Section 3462, when . six witnesses may be required. It shall be the duty of every elector in the State of Oregon, who did not register during the year 1912, to register with some notary public or justice of the peace or with the county clerk of the county in which the elector resides, in accord ance with this chapter, and after hav ing been so registered it shall not be necessary for any elector to regis ter again except upon change of res idence as hereinafter provided. Section 4. That Section 3463 of Lord's Oregon Laws be amended so as to read as follows: Sec. 3463. If it appears the elec tor is not registered in the precinct In which he applies to vote, the elec tor in every such case as of course '.4hall be considered challenged and he shall not be entitled to vote; or in other words only registered elec tors shall be entitled to vote. By Senator Neuner A bill for an act to require every individual, firm or corporation opera ting a line of railway in the State of Oregon to equip its locomotive engine with electric headlights of sufficient candle power; making it the duty of the Railroad Commission of this state to enforce the provisions-of this act, and providing a penalty for the violation thereof. Be it enacted by the people of the State of Oregon: Be it enacted by the Legislative As sembly of the State of Oregon: Section 1. It shall be the duty of every individual, firm or corporation operating any line of railroad of more tnan fifty miles of track within this state, to equip within six months af state, to equip within six months af ter the passage of this act, every lo comotive, power vehicle, power car and ether equipment used as the equi ment of or in the -place of lo comotives, except as are used exclusively for switching services in the railroad yard, and . not elsewhere, with an electric headlight of sufficient candle power, measured with a reflector, to throw a light in clear weather, that will enable the operator of the same to plainly dis cern an object the size of a man at a distance of not less than eight hun dred feet, and thereafter to maintain and use such headlight upon every such locomotive, vehicle, car or other equipment, when the same is operat ed in the night time. Section 2. Any individual, firm or corporation violating any of the pro visions of this section shall be deem ed guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of not less than one hundred aollars ad not more than five hunareu dollars for each offense, and in addi tion shall be liable for all dam age resulting, in whole or in part, directly or indirectly from each violation. Section 3. It shall be the duty of the Railroad Commission of the State of Oregon to- enforce the provi sions of this act Section 4. When appointed, said special officer shall qualify in the same manner as -provided by law for regularly elected officers, and shall for all of the purposes of such office, or for the special purpose designated in the appointment, take charge of said office for a period not longer than ninety days at one time, with all all of the power and authority of the regularly elected officers, and shall carry out the directions of the gover nor pursuant to the appointment in the same manner and to the same ex tent as the duly elected officer could by law do or perform, and in so far as may be necessary to effectuate the purposes of the appointment, shall supplant, for the time being, and for said purposes, the regularly elected officer; provided, however, that no greater power shall be conferred upon any special officer than is by law lodged with a regularly elected officer. Section 3. The said special officer herein provided for shall, receive a compensation for the time they shah De appointed equal to that receivea by the regularly elected officers, the treasurer of the State ofOregon, in the same manner as the salaries of the regular officers whose place such special officers shall for the time take, and there is hereby appropriat ed out of the funds not otherwise pro vided for such purposes, the sum of ten thousand ($10,000) dollars "for the ensuing two years, "or so much thereof as may be necessary. The regularly elected, qualified and acting officers shall during any appointment of a special officer receive the salaries . provided by law to the same extent as though no officer had been appointed. Be it enacted by the people of the State of Oregon: Section 1. When an attempt may be or may have been made at any time Dy any officer of any incorporat ed city or town in the State of Oregon or the conucil thereof, acting under any provisions of the charter or any ordinance of such city or town, to levy an assessment or make a lien against any real property located in such city or town by reason of auth ority given by its charter, the city council, at its discretion, on. motion entered in its minutes may order ay such liens or attempted liens fore closed and for that purpose may em ploy an attorney. Section 2. Any lien so ordered foreclosed shall be foreclosed by a suit in equity in the circuit court of the county in which said city or town is located, in the same manner as mortgages on real estate are now foreclosed, including service by sum- mons, by personal service or by pub" ligation, trial or default findings do.; cree or final judgment, execution, levy by the sheriff, sale, certificate of sale to purchaser and confirma tion. Redemption from such fore closure sale may be made as provid- j ed by the general laws of the state in foreclosure of mortgages. Section 3. In all cases where the court finds a lien has been perfected under the provisions of the charter or any ordinance of such city, the court shall enter a decree and judg ment which shall include all amounts required by the charter to be paid, and all expenses for former liens, with costs and disbursements and foreclosure precedings.
