Compared with Suez
As ship tolls at Panama have been
fixed at about the same ratio as those
collected at Suez there can be no
complaint that the United States is
illiberal, or trying to exact all that
the traffic will bear. The Suez Canal
cost $100,000,000 or only about one
fourth of the amount this country is
spending on the Panama Canal.
Though the later is but half the length
of the Suez waterway it is at least 200
feet wider at the bottom and has a
depth of 41 feet, compared with 31 at
Suez. The United States began work
at Panama eight years ago and ships
will pass through next year. De Les
seps started on a Red Sea canal in
1852, but the Suez route was not open
ed until 1869. In 1875 the British
that year had been one of protest,
bought the khedive's shares for $20,-
000,000, and the canal was enlarged
Net profits reached $7,600,000 in 1890
and have greatly increased. The ton
nage passing through has gained four
fold since 1880.
In it returns to stockholders the
Suez Canal is, in the language of the
sreet, a "melon" every year. Its dig
ging called for no such engineering
and sanitary ability as was required
and has been admirably shown in the
Panama zone, by the talent trained
at West Point. Fifteen years ago an
isthmian canal in America seemed a
project tor some future age. It is now
nearly ready for ships. Half its cost
thus far has been paid from surplus
money in the treasury, while none of
the bonded debt incurred in its con
struction bears more than 3 per cent
interest.

FOUND IN WATER

cases of typhoid fever in the city, and
now that the apparent cause of the
disease has been found, it is believed
that few more cases will develop. Dr.
J. W. Norris, health officer, who has
been most active in safeguarding the
health of the residents of the city,
and sent samples of water to chemists
as soon as it was evident that the pre
vailing disease was typhoid, expects
reports on the water today or tomor
row. He insists that the residents of
the city not use any water for drink
ing purposes that has not been boiled
for at least half an hour. Dr. Norris
also urges the people to use only wat
er that has been boiled in washing
vegetables that are to be eaten raw.

An ordinance declaring the asessment
for the construction of the Exten
sion to Sewer District No. 2, Ore
gon City, Oregon.
Oregon City does ordain as fol
lows: Section 1. The assessment for
the construction of the exten
sion to Sewer District No. 2,
Oregon City, Oregon, bas been
declared and levied according
to Assessment Roll No. 16, New
Series, and the whole cost thereof
is $795.72.
Section No. 2. Whereas the con
dition of the said district was and
is dangerous to the health and safe
ty of the public and it is necesssary
for the immediate preservation of
the health and safety of the said
public that this ordinance take ef
fect and in force immediately upon
its approval by the Mayor.

lished at a regular meeting of the
city council of Oregon City, Oregon,
held on the 4th day of December,
1912, and to come up for second
reading and final passage at a spec
ial meeting of the said City Council
to be held on the 21st day of Dec.

Ordinance No. .
An ordinance to provide for the funding
of a part of the outstanding general
fund city warrants of Oregon City.
Oregon City does ordain as fol
lows: Section 1. The finance committee
of the city council of said city of
Oregon City consisting
are hereby authorized and empow
ered to borrow Fifty Thousand
($50,000) dollars on the faith and
credit of said corporation of Ore
gon City said sum to bear interest
at not more than five per centum per
annum payable semi-annually on the
first day of May and Nevember of
each year.
Section 2. In order to secure said
sum of money and to secure the pay
ment thereof, the said committee
shall prepare bonds or obligations
of the said corporation, one hundred
in number, to be numbered consec
utively from one to one hundred in
clusive, for five hundred each, pay-
able twenty years after Jan. 1, 1913
I Each of said bonds or obligations
shall have attached thereto forty
(40) interest coupons for the half
yearly interest as it matures there
on as aforesaid.
Said bonds or obligations shall
be signed by the Mayor, recorder
and treasurer of said city, on behalf
nf tho oornoration of said Oregon
be signed by the treasurer only.
The bonds shall be made payable to
the bearer, and the faith of the cor
poration of Oregon City, is hereby
pledged for the punctual payment i
thereof.
Section 3. Upon presentation of
said interest coupons to the city
treasurer of said city, at or after
their maturity, he shall pay the
same out of any funds he may have
applicable thereto and they shall
take precedence and be paid before
any outstanding city warrants or
other corporate obligation of said
city.
Section 4. Said committee shall ad
vertise the issuing of said bonds,
asking bids therefor, and shall sell
the same to the highest bidder, pro
vided, however, that if no satisfac
tory offer is received the committee
is authorized to reject any and all
bids.
Section 5. On sale of said bonds
the money therefrom shall at once
be paid to the city treasurer of said
city, and he shall immediately ap
ply the same in paying the outstand
ing indebtedness of the city.
Section 6. All ordinances or part
of ordinances in conflict herewith
are hereby repealed.

An ordinance authorizing the Port
land Railway, Light & Power Com
pany, its successors and assigns,
to reconstruct, maintain and oper
ate a Railway on Third Street in
Oregon City, and to erect the nec
essary poles and string the neces
sary wires for the operation there
of, and to carry freight and express
matter on and over said railway on
said Third Street and on and over
said company's railway on Main
Street in said Oregon City, and to
collect charges and tolls for carry
ing freight and express matter, for
the said railway.
Oregon City does ordain as fol
lows: Section L That there be and
hereby is granted to the Portland
Railway, Light & Power Company,
its sussessors and assigns, the right
and privilege to reconstruct maintain
and operate a railway now along,
over and upon Third Street in Ore
gon City, from Main Street to the
Willamette River, and to erect and
maintain poles and appliances along,
over and upon said street between
the points aforesaid, and to stretch
wires for the purpose of transmit
ting power for the operation of said
railway, by permission of and sub
ject to the approval of the City
Council of Oregon City.
Section 2. The tracks of said rail
way shall be a single track of steel
rails with the necessary turnouts
and turn tables as shall be al
lowed, and authorized by the
' City Council of Oregon City
and the pattern and style of said
rails used in said track and the lo
cation and manner of reconstructing
or relaying down the same shall be
subject to the approval of the City
Council of Oregon City.
Section 3. The Portland Railway,
Light & Power Company, or its suc
cessors or assigns, shall plank, pave
or macadamize the said railway be
tween the rails and between the
tracks and one foot outside of the
rails, as the municipal authorities
may direct, and shall maintain the
same in proper repair; and when

prove any part of the street along
and on which said railway shall
have been constructed, as by this
ordinance authorized, with wood
blocks, stone blocks, asphalt brick
or other hard surface pavement, the
said railway company, its succes
sors or assigns, upon order of said
city council so to do, shall put down
on and along said railway rails of
not less than seven inches in depth
and weighing not less than seventy
five younds per yard, and such rails
shall be of a pattern and shall be
laid on a foundation to be approved
by the said City Council.
Section 4. It shall be unlawful
for any person or persons to ob
struct the railway herein provided
for, either during the reconstruction
or operation of the same, and any
person or persons who shall care
lessly or willfully violate this pro
vision shall be deemed guilty of a
misdemeanor, and on conviction
thereof before the City Recorder or
Mayor of said city shall be punished
by a fine not exceeding twenty-five
dollars, or by imprisonment in the
City Jail not exceeding twelve days
or both, at the discretion of the
Court, for each and every offense.
Any conductor or other employee
on the railway herein provided for,
or passenger thereof, or any person j
on or about the cars belonging to
said company, who shall, by often- j
sive, indecent, opprobrious or abus- j
ive language or conduct, insult, J
abuse or maltreat any passenger on 1
said cars, shall on conviction before !
the said City Recorder or Mayor, j
be punished by a fine not exceeding :
twenty-five dollars or by imprison
ment in the city jail, not exceeding
twelve days, or both at the discre
tion of the court, for each and every
offense. ,
Section 5. That there be and here
by is granted unto the Portland
Railway, Light & Power Company,
its successors or assigns, the right
and privileges to run and operate
express and freight cars along, ov
er and upon any railway maintain
ed hereunder upon Third Street of
said Oregon City, and along, over
and upon the tracks of said com
pany upon Main Street of said Ore
gon City, now laid or hereafter to
be laid, in such manner, at such
times, and under the conditions
hereinafter mentioned and specified
in this ordinance, and to carry and
transport freight and express mat
ter thereon and thereover and col
lect tolls and charges therefor.
Section 6. That no freight or ex
press matter shall be taken from-!

Section 10. The Portland Rail-
wav. Light & Power Company, its
successors and assigns, shall pay
to the City of Oregon City the sum
of One Thousand Dollars for each
year of the existence of the rights
granted by this ordinance, as com
pensation for this grant or tran
chise by the City of Oregon City.
$250.00 to be paid on acceptance of
this franchise for the quarter be
ginning January 1st, 1913 and
$250.00 on the first day of each quar
ter thereafter in advance.
Each of the quarterly payments
of money required by this section
shall be made by said Portland
Railway, Light & Power Company,
its successors or assigns, to the
Recorder of the City of Oregon City.
The said Recorder shall issue his
receipt for each of said payments,
which shall be a full acquittance
for such payment and no other tax
or license fee upon this franchise
or the occupation or business of the
Portland Railway, Light & Power
Company, its successors or assigns,
conducted under this franchise,
shall, during the term of this fran
chise be levied, imposed or collect
ed from said Portland Railway,
Light & Power Company, its succes
sors or assigns, on account of this
franchise or operations of said Port
land Railway, Light & Power Com
pany, its successors or assigns,
thereunder.
Section 11. All rights and privi
leges hereby conferred shall expire
absolutely, at the end of five years
from the date of the approval of
this ordinance.
Section 12. The Portland Rail
way, Light & Power Company, its
successors and assigns, shall within
thirty days after the date of the ap
proval of this Ordinance file in the
office of the City Recorder its writ
ten acceptance of the rights and
privileges hereby granted and con
ferred upon it subject to the terms,
restrictions, and conditions herein
contained, and if it shall fail so to
file such written acceptance, it shall
be deemed to have abandoned all
the rights and privileges conferred
by this Ordinance.
Section 13. If the said railway
company, its successors and assigns,
shall fail to keep and perform any
or all of the terms, provisions, re
strictions or conditions of this Or
dinance, the city council may notify
said railway company, its successors
or assigns, of any such failure and
said railway company,' its successors
and assigns, shall for a period of
thirty days from the reception of
any such notice, fail or neglect to
comply with the terms, provisions,
restrictions, and conditions of this

gon City, (the full length thereof

and the said alley shall henceforth
