If we are to take the place which many of us have fondly hoped
America would take, at the very forefront of the movement for the
establishment of a world peace based upon even handed justice, we
must FIRST LEARN TO RULE OUR TONGUES AND TO
TURN DEAF EARS to those who from time to time endeavor to
lead us away from the path of international rectitude and interna
tional honor with FALSE CRIES of a pseudo-patriotism.
We must do our best to lift political discussion, both national and
international, up out of the mire of personality and unseemly contro
versies between individuals and private interests on to the high ground
of PRINCIPLE.
Political progress must depend upon trust in the BETTER IN
STINCTS OF THE PEOPLE and cannot rest upon their appetites
and their passions, their envies and their animosities. A vast ma
jority of the people of the United States are Ood fearing, law abid
ing, devoted to liberty and order and sincerely desirous of promoting
the common welfare. - , ' . .

HARD PAVEMENT
Why not put hard pavement on Main
street; that is, up to date pavement,
Bithulithic Bitumen, Hassam, of the
like. With the good base to work on,
it would seem that Main street from
Fourth to Eleventh could be coated at
little cost to the ultimate gain not on
ly of the City but of property owners
and business men alike.
- There was some talk of like work
on Seventh street in the hill district
also of paving Main from Eleventh to
Eigteenth street. Why not?
INSANITY DEFENSE
The insanity dodge has been used
so many times byv criminals to save
their necks, and then after a short
time be declared sane and released
from the insane asylum, that some
three or four years ago Thaw chose
that route to crawl out of his error of
judgment. He succeeded in having
himself declared insane so far, so
good, but when trying to complete his
plans, he was still crazy, in the opin
ion of the court.
It is to be hoped that his present at
tempt will prove futile. If he is sane
now, if he ever was insane and, re
turns to the old haunts will put him
back into the old rut and some one
will suffer for it. It was his money
that succeeded in having him declar
ed insane, but the same money should
not now be able to bring about the
opposite decision. Had Thaw been a
poor man he would have been in a
murderer's grave long ago.
We have some of these so-called
Republicans working in our ring, mak
ing trouble not alone for the average
man but also for the employer who
has practically built the state to its
present proportions.
Progressive sounds good, but if the
whole bunch follows in the footsteps
of the dear delighted Colonel, we fear
for the worst.

IS PRETTY BRIDE
A pretty wedding was solemnized at
the home of Mr. and Mrs. John Car
others ,of Canemah, Monday, when
their daughter, Miss Reta E. Caroth
ers became the bride of William V.
Ruconich, son of Mr. and Mrs. L. Ru
conich of this city. Rev. F. Wiever.iek
pastor of the German Evangelical
church, officiated. Only relatives of
the bride and bridegroom witnessed
the ceremony, which was performed
at 12 o'clock. After the ceremony a
wedding breakfast was served. The
bride was very pretty in her gown of
white satin with lace overdress. The
bride and bridegroom were unattend
ed. Mr. and Mrs. Ruconich left Monday
afternoon for Portland in an automo
bile, and Monday evening will leave
for the beach, where they will spend,
their honeymoon, returning to Oregon
City Thursday. They will live at
Fifth and Madison streets.
The bride is a granddaughter cf
Mrs. A. J. Carothers, of Canemah, and
also a granddaughter- of John Clear,
both well known Oregon pioneers.
She is a most estimable young woman,
and is well known here, having been
born and reared in Canemah. The
bridegroom is the youngest son of
Mr. and Mrs. L. Ruconich and das re
sided in Oregon City most of his life
where he is well known.
The home of Mr. and .Mr3. Caroth
ers was prettily decorated for the mar
riage service. Red Ramblers being
used in profusion. The tables were
correspondingly decorated.
Present were Mr. and Mrs. John
Carothers, Mr. and Mrs. L. Ruconich,
Mrs. A. J. Carothers, grandmother of
the bride, Mrs. Bohlender, grandmoth
er of the bridegroom, Winnie, Leota
and Mary Smith, Elwin and Dorene
Heilinger, Chester Carothers and
John Clear, grandfather of the bride.

' A communication from the Oregon
City Band requested that the city pro
vide a band stand on the Singer Hill
lot for summer concerts was received.
It will be held in abeyance until the
title to the property can be quieted.
City Attorney Story reported that pro
gress was being made in the work of
quieting the title. ..
An ordinance for the purchase of
3,000 yards of crushed rock for the
improvements of streets was passed.
An ordinance providing for a modern
fire alarm system to be voted upon by
the people also was passed.
The proposed sewer in District No.
10 was referred to the committee on
streets with instructions to report at
the next meeting. A committee com
posed of Tooze, Meyer and Pope, re
ported that it had conferred with the
Home Telephone Company in regard
to the installing police telephones on
the hill. The recorder was instructed
to install telephones in the fire houses
not already provded with them. The
street committee will decide upon the
location of two signal lights, and the
'recorder will make the contract with
the electric light company.
KNIGHTS TO ELECT OFFICERS
The Knights of the Maccabees will
give a big entertainment this evening.
Officers will be elected and several
applicants for membership will be ini

An ordinance for making an Improve
ment of Main street, Oregon City,
Oregon, from the North line of Moss
street to the South end of the Ab
ernethy Bridge.
Oregon City does ordain as fol
lows: .
Section 1. The proposed improve
ment of Main street, Oregon City,
Oregon from the North line of Moss
street to the South end of the Ab
ernethy Bridge shall be made ac
cording to the plans and specifica
tions on file in the office of the City
. Recorder of Oregon City and ap
proved by resolution adopted June
5th, 1912, by the City Council of
Oregon City, which said plans and
specifications are referred to and
made a part of this ordinance.
The improvement shall be con
structed as follows: The street shall
be brought to the sub-grade the full
width between the North line of
Moss street and the Southerly end
of the Abernethy Bridge and the
sub-grade shall be prepared accord
ing to the plans and specifications
and when completed the road-bed
shall be brought to the grade spec
ified in Ordinance No. 573, passed by
the Council on the 22nd day of
May, 1912.
On the sub-grade so prepared shall
be placed a "Hard Surface" Pave
ment the full width between the
curbs, said street shall be provided
, with all drains, catchbasins and gut
" ters necessary to preserve the em
bankments and surface of the street

Sidewalks shall be of concrete,
six feet wide and laid to the proper
ty line, curbs shall be placed on each
side of the pavement, 20 feet from
the center line of the street, curbs
shall tre of concrete and set vertic

Section 2. The improvement shall
. be classed "Hard Surface" and shall
be maintained by Oregon City for
the full period of ten years from the
date of acceptance thereof by the
Council.
Section 3. The City Recorder is
hereby directed to advertise for and
receive proposals f6r said improve
ment but the city reserves the right
to reject any and all bids therefore
and the Mayor and Recorder shall
enter into a contract or contracts
with each person, firm or corpora
tion to whom the contract or con
tracts are let by the City Council of
Oregon City for the improvement or
parts thereof as specified in this
Ordinance.
Section 4. Each contract shall con
tain a stipulation to the effect that
where the cost of the improvement
under the provision of the contract
shall exceed one half the value of
the property assessed for the cost
of said improvement over the said
one-half -value of the property asr
sessed for the improvement, that
the said excess shall be paid out of
the Permanent Street Improvement
Fund of Oregon City and as to the
balance, each person, firm or cor
poration to whom said contract or
contracts are let shall look for pay
ment only to the sum assessed upon
the property liable to pay the said
improvement and collected and
paid into the Treasury of Oregon
City for such purpose and they shall
not hold Oregon City by any legal
. process or otherwise liable to pay
the said sum out of any other fund.
Section 5. Whereas the condition
of said street is and was dangeroua
to the health and safety of the pub
lic and its immediate improvement
is necessary for the immediate
preservation" of the health and safe
ty of the public in the opinion of the
Council of Oregon City, an emerg
ency exists; therefore this ordi
nance shall take effect and be in
force immediately upon its approv
al by the Mayor.

City Council held on the 24th day
of June, 1912, and to come up for
second reading and final passage at
a "special meeting of the said City
Council to be held on the 6th day
of July, 1912, at 1 o'clock P. M.
