The favorite indoor sport in Washington is for a
member of the minority party to explain to his col
leagues in a laborious fashion the faults of the majority
party. . From a ratalitory standpoint, this practice may
i justified, and it is not without precedent, and while
the members of congress of both parties take little inter
est in what is said, the speech may be used later as polit
ical campaign material.
Such a program is expensive and is distasteful to
the people who have to pay the bills. The latest offender
is Senator Harrison, of Mississippi, who criticized the
president for taking week-end trips in the government
yacht Mayflower. The executive, according to Mr. Har
rison, should be denied any pleasure or recreation, and
should work seven days a week. The senatorial critic
neglected, of course, to refer to the trips and tours of Mr.
Wilson, who comandeered the steamer George Wash
ington for two round trips across the Atlantic, and left
his office in charge of his secretary.
Senator Harrison does not like it because the presi
dent wrote a letter to Senator McCormick if Illinois con
cerning the political situation in New Mexico. Naturally
Mr. Harding favored the election of Senator Bursum, re
publican, and said so. We recall the bye-elections of
1918. while we were at war, and the epistle penned by
Mr. Wilson, in which he urged the defeat of republican
candidates for congress. The people of the country
were fully aware that the republican congressmen had
given the war program their support and they revolted
against the presidential tactics. In short they demon
strated that it was not a Democratic war and the result
. of Mr. Wilson's interference was that his party was
shorn of its majority in congress. The republicans of
New Mexico, and possibly some democrats returned
, Senator Bursum by a majority of around 7,000, justify
ing the correspondence between the president and Sena
tor McCormick.
In a little more than a year the country will hold a
general election for congressmen. Senator Harrison is
merely turning on the juice to start the political current,
as is the custom, and should not be taken too seriously.

TRAFFIC LAWS
NOT ENFORCED
SAY OFFICERS
That the state and county traffic
laws, relative to night driving, and to
speeding are being flagrantly violated
is the essence of complaints that are
being made to the county authorities
Sheriff Wilson says that his depart
ment is unable to cope with the sit
uation, due to the fact that the she-
iffs office at present has no officer
who is either detailed or equipped to
handle traffic problems.
stories or recKiess anving,' of ma
chines being crowded off the roads, of
glaring headlights and hogging the
highways are told, and the sheriff
himself admits that the speedsters
have become informed of the fact that
enforcement of the laws here is lax.
and are taking advantage of the
pavvd highways t' disregard regulations.
Accidents on Increase
Accidents in Clackamas county are
on the increase, and many or them,
according to the sheriff, are of a
type which would be prevented by
rigid enforcement of the laws. The
only traffiie officer who is on the
highways in the county is under the
direction of the court, and the rec
ord at the Oregon City justice of
the peace office show but one arrest
during this month to his credit.
One of the most flagrant violations,
say the officials, is the use of glaring
headlights. Attempts have been mads
to curb this practice, but they say
that it can only be stopped by men
who are sent out on the Job primarily
as traffic officers. On man, who
owns a light car, has complained that
things have come to such a pass

MISSING BOAT THOT
CLEW TO ESCAPE OF
MAIL TRAIN ROBBER
TACOMA. Wash., Sept. 21. More
mystery resulting from tbe escape
and total disappearance of Roy Gard
ner, mail bandit from McNeil Island
I enitentiary. centered today in the
discovery by J. O. Evans, residing
near Gertrude, that his 'rowboat was
missing.
Tiie disappearance of the boat is
taken here as a possible indication
that Gardner ias been hiding on th
island all the time the search for him
has been, progressing, and that he
has just taken advantage of the fact
that the hunt had been abandoned
Saturday
The rope of Evans' b-wc had been
unfastened and left on the beach and
the roller kept in the boat for slid
ing it down the beach, had been used
and then thrown back on shore. No
trace of the craft could be found
this morning.
There was no patrol or search -whatever
yesterday or last night, the
last two launches of the watei patrol
having been withdrawn by Warden
Thomas Maloney after all hope o f
capturing Gardner on the island had
been abandoned.
Data on Land Asked;
Research is Planned
A request for information relative
to the agricultural, timber, mineral
and irirgated - areas in Clackamas
county has been received by County
Agent W. A. Holt, from the state
exhibit department. The data is to
be used in the compilation of a book
to provide homeseekers with detaled
information about the state. -
The present plans for the volume in
dicate a large scale of rsarch. In
formation of varried character con
cerning the different districts in the
state is to be supplied with the view
to completeness and authenticity. It
is expected to complete the research
by October 15.

Action Held Need
Unless something is done to curb'
violations upon the highways, say the
officials, Clackamas county will be
visited with an epidemic of serious
accidents. The records of the local
justice court show but eight arrests
on traffic charges during the month
of September, only four of which were
for speeding. During June and July,
24 and 31 arrests were made respee
ively. Durina? August, when a con
troversy over the position of traffic
officer was. in full swing, but 17 ar
rests were made. Of the eight ar
rests this month, three are accredited
to the former traffic officer who
served under Sheriff Wilson, and the
majority of the others, to state men.
The condition in the county, accord
ing to Judge E. J. Noble, is becoming
very bad. The only recourse to prose
cution the state will have ho 3ays, if
the present laxity continues, is the
bringing of offenders to justice upon
individual complaint or through, the
activity of the state officers, who op
erate through Oregon, and are only
in Clackamas county occasionally.
Several Men Needed .
The highways m the county says
the judge, would justify the employ
ment of two or more men Not only
would this enforcement pay for it
self, but it would insure the safe use
of the roads to the traeling public,
he adds.
The justice court records, which the
judge quotes to show that traffic en
forcement pays for itself, show that
fines during September totaled but
$75 so far, as against $292 in April,
$214 in May, $321 in each of June and
July, and $222 in August.
