BONUS BILL UfMRTAIilNC LOOMING BIG PLAN BIGGEST OF KIND SAYS GOVERNOR Commission Hard At Work To Get Oregon Law Into Operation The bonus bill, with the expendi ture which it will involve on the part of the state, is the biggest thing of its, kind ever undertaken by Oregon. This was the statement made by Governor' Ben Olcott, ex-officio member of the bonus commission, to Phil Hammond, who talked with the governor and loembers of the commission during his recent visit to the state capita"'. Mr. Hammond, who was one of tho originators of the bonus measure and who Las. been answering questions upon the law through the columns of the Enterprise found that the cominisiou is struggling with a mass of work In it effort to get the law in operation. Ao cording to the provisions of the act, no bonuses can be paid or loans issued until the special rules are outlined I.J the commission. Many Loans Expected Membei's of the commispion believe, according to Mr. Hammond, that fully, f0 percent of the men eligible to take advantage of either the loan or bonus, will apply for the bonus. This will entail the sale of the (greater part o the $30,000,000 in bonds provided for under the bonus law. While not all of these applications will be made in a bunch, it is the b-3- iief of the commission that they 'will come in soon after the law is put into actual operation. The commission has fcund that it is facing such a mass of detail, that it will probably not be able to receive applications as early as was expected. The members of the board are meeting every' week, and have already placed some of the appli c.atien forms in the hands of the printers. It was first believed that the appli cations would be called far this Octo ber, but Mr. Hammond found that the commission members do not expect to be anle to get into actual operation by h5r date, altho thpy are attempting to get the wheels moving as soon a3 possible. Flaws Are Found The statement that there are "holes" in the bonus bill, Mr. Hammond found was partially sustantiated in the ex perience of the commission. These are mostly in the way of errors in the construction of the bill, an.l altho thy add to the difficulty of o-.itlining de tailed policy, will not, it is believed, form a permanent or serious obstruc tion in the way of the administration of the act. The bill will make the state of Ore gon practically the largest trust com pany in the west. Interest paid on the loans will run several millions a year, and their are few firms which handle this volume of business. Altho thr state will not enter into an actual trust business, the type of finances handled under the bonus bill will be practically of this nature. The number of men who will have to be employed in the state to carry out the provisions of the b.'ll -will total, according to present estimates of this commission, 298. This will include at torneys to handle the titles and legal work, and appraisers to evaluate tht land offered as security. k BARLOW NEWS NOTES BARLOW, July 28 Mrs. Henry Ziegler who was taken to the hospi tal Thursday, July 21 is doing as well as can be expected. Roberts, of Beaver Creek who has been making her home with her daughter, Mrs. Dan Jones of that place has left to visit her daughter in Vancouver, British Columbia. NOTICE OF SALE OF CLACKAMAS 1 COUNTY ROAD BONDS The County Court of Clackamas County, Oregon, having issued S250.000 of Clackamas County 5 road bonds dated May 1, 1921, due serially as fol lows: $25,000 to run for a period of 4 year3 25,000 to run for a period of 5 years 25,000 to run for a period of 6 years 25,000 to run for a period cf 7 years 25,000 to run for a period of 8 years 25,000 to run for a period of 9 years 25,000 to run for a period of 10 years 25,000 to run for a period of 11 years 25,000 to run for a period of 12 years 25,000 to run for a period of 13 years Said bonds are in denominations of $100 and $500 of which fifty bonds of each maturity are in the denomination ' of $100 each ,and 40 bonds of each maturity are in the denomination of $500 each. All of said bonds bear in terest from May 1, 1921 at the rate of 5 per cent per annum, payable semi annually on the first days of July and January of each year .and evidenced by coupons attached to said bonds, and are payable both principal and inter est at the office of the County Treas urer in Oregon City, Oregon, or at the Fiscal Agency of the State of Oregon in the City of New York, at the option of the holder thereof. Tnese bonds are the direct obligations of the Coun ty of Clackamas, Oregon, and the val idity of the same has been adjudicated by the Supreme Court of said State.
