Government departments in charge of the placing of billions of dollars worth of contracts ure determined to force permanency of labor agree ments during the war. ' Participating in the conferences to morrow will be representatives of the National Industrial Conference board, composed of employers' organizations Th proposal Is that the war nnd navy departments undertake to form three cornered agreements betwven the government and employers. Labor men would be asked to agree to ac eept a fixed scale of compensation for a definite period. The agreement would be enforced through threat of government boy cott of the manufacturer who devia ted from the scale. Similarly the boycott would be applied to workmen who threatened to strike, or demand more than their agreement called for.
