PORTLAND, Oct 11 Tha platform
men of the Portland Railway, Light
ft Power company, by findings of the
board of arbitration, hare von their
fight for increased wages and the 8
honr day.
The board at 8:30 o'clock: last night
adjourned, after having completed its
findings, to President Griffith's office
where the final articles will be drawn
up. The Increase and the eight-hour
day go into effect Monday.
The Increase is 20 cents a day ap
proximately, varying between 34 and
45 cents a day, according to the length
of service.
The company and the men are
pledged to accept the board of arbitra
tion's ruling. The results were not
officially given out last night at the
conclusion of the sessions, but it was
announced by one of the officials inter
ested that the board's results were ap
proximately as asked. The findings
avert the strike.
A. Walker, president of the Carmen's
Union and A. H. Stein, vice-president,
expressed elation when it became
unofficially known that the board had
completed its labors and bad adjourned
to President Griffith's office to make
the final draft and get the signatures.
On the board of arbitration were:

Roberta.

WASHINGTON, Oct 15. Under the
terms of the Soldiers' and Sailors'
insurance act. It is officially an
nounced, risks will be written upon
the lives of men and women between
the age of 15 and 65 in all branches
of the army, navy, marine corps,
coast guard, naval reserve, national
naval volunteers, nurse i and "any
other branches of the Vtnlted States
forces serving with the army and
navy." Announcement was made
also that "rates at agei higher or
lower will be given upor request"
Premiums, computer on a monthly
basis, vary between 63 cents per
$1000 at age 15 tc ,3.35 per $1000
at age 65. Between 21 and 31 years
the following monthly premiums will
be charged per $1000 of insurance (the
limit being $10,000) :
Twenty-one to 23, inclusive, 65
cents; 24 to 26, 66 cents; 26 to 27,
67 cents; 28, 68 cents; 29 and 30, 69
cents; 31, 70 cents.
During periods of total disability
the insurance will be paid, not in one
lump sum, but monthly for 20 years,
should the disability continue for that
period. Should death occur before
20 years, the remainder of the policy
will be paid at once to the benefi
ciary. At the age of 25 the monthly
installment for the 20-year period
would be $5.75 per $1000 of insur

In a score of three to 0 the local high
school team defeated the visitors from
Commercial High, Portland, in football
on Canemah field Thursday. The only
score of the game was made by Mass
of the local team with a drop kick to
goal in the first half.
Several times the visitors had the
ball near to their opponents goal line
and the reverse was also true of the
local team, and each time the ball
would be pushed back. End runs were
used continually by both teams with
an occasional drop kick for a change,
but at no time was any great gain
made on either side. The Portland
team were inclined to stall occasion
ally, to one on the goal lines it ap
peared that they were trying to steal a
little rest. One or two of the local
team boys were laid out for a few
minutes buVwith no fatal results.

Adopts Soldiers' Families.
Canton. O.-Mrs. J. H. Hlmes, a
wealthy Canton woman, who wa re
cently formally commissioned as hon
orary captain of Company C. Eighth
Ohio, has adopted as war wards the

SEATTLE, Oct. 15. Earl O Brien, of
Seattle, today identified the headless
body found in the brush here yester
day as that of Miss Ruth De Merritt,
aged 17, a resident ot Mrkiand ,a
Seattle suburb. O'Brien, whose name
was signed to a note found on the
body, said she went to a dance a
montht ago and has not been seen
since.
The body was discovered late last
evening in the brush three-quarters
of a mile from the Country club rood
near the city limits of Seattle. Identi
fication was impossible as the
woman had been decapitated. The
head was found some distance from
the body.
The victim wore a blue straw hat,
red coat and white canvas shoes. Her
age cannot be determined. There is
no police record of a disappearance
which would tend to establish the
woman's Identity.
This crime recalls the mysterious
murder of Mrs. Florence Wehn, wife
of a Seattle sculptor, who was mur
dered on April 18 on Queen Anne
hill. She was killed by a blow on
the head and her body was found in
a clump of brush. Her slayer has
not yet been brought to Justice.
There is a disposition in some
quarters to link these two murders
with the career of the so-called wo
man slugger, who has been terroris
ing the women ot this city for
months past The mysterious and
bold attacks began nearly a year ago
and have continued at Intervals ever
since.
In the past month there have been
a series ot particularly atrocious
sluggingB. women having been bru
tally beaten In their homes and on
the streets. During tha 36 hours end
ing at midnight Saturday night
six attacks on women in Seattle were
reported.

SENATOR M'NARY COMMENTS ON
RECENT WAR LEGISLATION
SALEM, Or., OcL 15. "The plan of
the government is to equip the army
and navy of the United States so that
they will be superior to those ot any
military power on earth," United
States Senator McXary declared to
day, in commenting on the war legis
lation at the special session of con
gress. "This will be done," the senator said,
"so that the forces of this government
may strike vigorously and bring to a
quick conclusion the present war and
to minimize loss of life and the expen
diture of money. War legislation at
this session has given the president
all the money and soldiers he wanted."
Speaking ot pending legislation to
come before the next session, Senator
McNary said the Pacific coast military
highway will be provided for at the
next session.
"The war department is in favor of
it." he said, " and all the western sen
ators will support the measure. The
next session will suddIv the reclama
tion fund with more money for the de-!
velopment of irrigable lands."
Asked for his opinion of the chances
for the passage of a national woman
suffrage, Mr. McNary said :
"Women suffrage will pass. That is
a certainty. And I say the same thing
about national prohibition. Already the
liquor traffic has been struck a blow
from which it will never recover."
FUNERAL OF,
CHAS. BOLDS
WEDNESDAY
The remains of Charles Bolds, who
died at the Good Samaritan hospital
in Porttland on Sunday evening,
were brought to this city Tuesday to
Holman undertaking parlors. The re
mains will be placed in the family lot
at Mountain View cemetery. The
funeral services were conducted from
the undertaking parlors Wednesday
afternoon at 2 o'clock.
Charles Bolds was one of the earli
est Oregon pioneers, and Indian War
Veterans. He was born in Springfield,
Kentucky, February 27, 1822, and
came to Oregon in October 1845, mak
ing his residence at what is now Linn
ton. In 1847 and 1848 he fought in
Captain Thompson's company in the
Cayuse Indian war, and was active in
other Indian uprisings, which took
place between The Dalles and the Blue
mountains in the pioneer days.
After residing at Linnton for a
brief time, Mr. Bolds came to Oregon
City, where he resided a greater part
of his life. During the time the ferry
was operated between the west and
east side, previous to the erection of
the suspension bridge, Mr. Bolds had
charge of the same.
Mr. Bolds WdS married twice. His
first wife was Mrs. Margaret Coleman,
who died many years ago. He later
married Mrs. Dprcas Cross, who died
several years ago.
Mr. Bolds is survived by three chil
dren: Mrs. M. C. Welch, Mrs. Jose
phine Haynes, of Portland; Edward
Bolds of Portland. He also leaves six
stepsons, Caleb Cross, of Oregon City;
Elmer Cross, of Hebo, Oregon; Dell
Cross, of Silverton; Charlie Cross, of
Eugene; Harvey E. Cross, ot Glad
stone; Frank Cross, of Oregon City.

In France, the war and navy depart
ments today took steps to prevent
a repetition of the Incidents which
mny result In the court-martial of
the officers who sent the messages.
In one case a former National
guard officer wired his governor of
the arrival of the state's troops, but
so fur as Is known here, newspapers
In that locality observed the govern
ment's voluntary censorship rouuost
and did not print the cable.
In the other case, however, a for
mer National guard officer tele
graphed the governor of his state
of the arrival of the regiment, with a
request that It be given fullest pub
licity. The governor's office gave out
the crfbk'Krum and many papers In
that stats printed the news. This
morning other newspapers published
the dispatch and added the number
and designation of the regiment, all
in,tvlolallon of the voluntary eenifor
xhip. The war department has most ur
gently requested that nothing what
ever bo printed about urrlals of
troops abroad, promising at the same
time to report promptly any casual
ty. Friends who know troops have
sailed and hear nothing further may
assume that they have arrived safely.

are raised at Willamette by selling lib
erty bonds. The Scout Master J. H.
Hartman, and his assistant Bcout mas
ters, Art Waldion, first assistant, and
Henry Courtney, second assistant, are
giving much of their time in the inter
est of these bonds. This week is termed
publicity week with the Willamette
Boy Scouts, and Monday the big drive
commenced. On Saturday evening,
October 20th, a patriotic rally will be
held at the Willamette school build
ing. Addresses will be made by prom
inent speakers, the members of the
Girls' National Honor guard ot this
city will asslBt on the program; Jones'
Drug company will furnish free of
charge one of their Brunswick talking
machines for the music. On Sunday

officiating.
The Boy Scouts was organized at
Willamette early In the spring fcy Mr.
Hartman, and at the present time
there are 16 members. One of the
members has answered the country's
call, Art Rogers, who enlisted In the
engineers' corps, now stationed at
Fort Green, Charlotte, North Carolina.
C. F. Romlg, superintendent of the
Willamette school; Professor Howard,
superintendent ot the West Linn
school, and Mr. Tuppor are tha troop
committee.
Since organizing those hoys have
enjoyed week-end camping trips with
their scout master, but their spare
time will be devoted for the next few
