is showing a quiet tone along the

halt holiday, and this caused a lack
of more general buying.
With fewer boxes of peaches coming
forward from nearby sections, the mar
ket is showing a decidedly steadier
tone along the street. Prices are show
ing little change, but the trade Is some
what better. ' a
Market for onions Is showing a firm
er tone, with Walla Walla stock gener
ally selling at $1.60 per cental along
the street. The recent weakness. In
the trade all over the country has dis

SAN FRANCISCO, Aug. 14,-Names
of the men who have won army com
missions from the roservo officers'
training camp at thePresldlo wefe
announced here Inst night. Among
thee are Harry K. William, of Glad
mono, Cecil Koffmun of Oregon City,
and Ernest p. Throm of QreHham.
Wllllum won the rank of captain, In
funlry section, officer' reserve corps;
Koffmun Is to be second lieutenant
Infuntry, O. It. C, and Throm 1 to be
second lieutenant, field artillery, O. It.

Approximately MC0 of the flower of
the country' young manhood changed
the red, white and blue hat cord of
the candidate for the gold and black
cord of the commissioned officer and
hastened to place orders for uniform
leather puttee, sworda and spurs
shedding the private' khaki, now bad
ly worn, which they donned at the
opening of the camp.
The men came from Arlsona, Califor
nia, Idaho, Montana, Nevada, Wyom
In, New Mexico, Oregon, Utah, and
Washington and were nearly 3000
strong when camp opened May IS.
The unsuccessful men were rapidly
culled, beginning the first day, singly
and in groups. About 600 losers re-
malned until about 10 day. ago, atnnd
Ing test after test and finally falling
of recommendation only because still
better men were available. Many of
these who failed to be recommended
heeded the advice of the war depart
ment that they enlist In the ranks with
Immediate recommendation Jfor ser
geundes and a chance for commis
sions later. Some were recommended
for further training at the next camp,
which opens at the Presidio August 27.

WASHINGTON, Aug. 14.-Plans for
sending the first national guard troops
to France have been perfected by the
war department with the organisation
of a division, which will Include troops
from 26 states and the District of Co
lumbia.
The commanding officer of the dlvl
iilon will be Brlgadier-Gerenal W. A.
Mann, of the regular army, now chlot
of the division of army affairs of the
war department.
Discussion of the time and mobiliza
tion of the division or Its departure
for France are not permissible under
the voluntary consorshlp.
The st ructure of the division as given
in the official statement shows it will
conform to the reduced trench war
fore divisional organization recom
monded by Major-General Pershing,
which would give it a total strength
with auxiliary troops of approximate
ly 20,000 men.
The states from which the national
guard troops are to be assembled are:
Louisiana, Pennsylvania, Wisconsin,
New York, Ohio, Georgia, Alabama,
Iowa, Illinois, Indiana, Mlnneeotu,
Maryland, South Carolina, California,
Missouri, Virginia, North Carolina,
Kansas, Texas, Michigan, New Jersey,
Tonnossee, Oklahoma, Nebraska, Colo
rado, Oregon.

PORTLAND, Or., Aug. 14. With
ono, or two exceptions, the entire per
sonnel of the first unit of the Oregon
nationa'l gunrd to be called to service
In France is made up of men and boys
from La Grande, where the company
was organized and recognized by the
federal government June 28, last. This
hospital unit was organized by Dr.
Robert E. L. Holt, who later failed to
qualify as major.
The unit consists of 83 officers and
men, and is fully equipped, for field
hospital service. Since its organlza
tlon, the company has been in training
at La Grande, awaiting the call to ac
tive duty.

tions of nearly 200 general officers In
the national army, Including officers
of the regular army and the national
guard, have been sent to the senate by
President Wilson.
From the 87 new major-generals to
be created for the duration of the war,
and from the eirlating major generals
of the regular anny, will come the ar
my corps and division officer of all
the forces now being raised, regulars,
national guard or national army. Sim
llorly the brigade commanders will be
selected from the Ut of more than 100
new brigadiers.
Coincident with this announcement
of high command came the statement
from the war department that a com
poslte national guard division, com
posed of troops from 26 states and
the District of Columbia, was In pro
cess of organization under command
of Ilrlgadler-Oenoral Mann, now chief
of militia bureau of the department,
but who heads the list of national ar
my major generals.
These will be the first national guard
troops to be sent to France.
The list of general officers abowa
that seniority rule has been followed
closely except where men in line for
Brlgsdlsr-Csneral Wm. Mann. v
promotion were found wanting by the
board of officers which made the rec
commendations to the president The
rule laid down by Secrotary Baker for
the selection of general officers dl
rected that two major qualifications
govern the board evidence during
their army career of skill In the lead
Ing of troops In action and In training
soldiers.
The list of major-generals takes In
virtually all of the army brigadiers
and Includes the only two national
guard officers of that rank, Generals
O'Ryan of New York, and Clements
of Pennsylvania.
The list of brigadiers Is made up
from the existing list of brigadiers of
the national guard, with a score or
more colonels of that service who are
advanced in rank and of regular army
colonels from each arm of the service.
To fill out the list of coast artillery
appointments, two lieutenant-colonels
were advanced to brigadiers' rank.
All of the commissions are for the
duration of the war only and are In
the national army .although the offl
cors may be assigned to any part of
the fighting forces, regulars, national
guardsmen or selective draft troops.
It Is understood, however, that wher
ever a national guard brigade from any
state is retained in Its present form, Its
present brigadier will be continued
In command.
With the exception of the two na
tlonal guard major-generals mentioned
it is indicated that all national guard
divisions will be commanded by regu
lar officers. The entire guard force
is now merged into the army of the
United States, however, and may be
used in any way the government thlulgB
best

the fact that the composite division,
has been designated the Forty-second,
however, It Is assumed that plans call
for the organisation of 40 new divi
sions, 16 of which will correspond to
the 16 national guard training camps,
16 others to the 16 national army can
tonments and the remaining eight to
be made up of the expanded regular
army supplemented with selective
draft surplus battalions where neces
sary. Some of the new major-generals
were colonels a year ago and only re
cently received their promotions to be
brigadiers.
