POIITLAND, Ore., Oct. 22. (Editor
of The Enterprise.) There was ex
ponded In Clncknmas county between
January 1 and October 1, 1915 more
than $220,500 on roads nnd bridges.
There were vory few bridges nnd ronds
built, so there was expended between
those dates not less than $200,000 for
repairs of ronds.
What would wo think of the sanity of
a man who would so construct his
house, or other structures, on his farm
so as to require expenses for repairs
every year, especially, If he were to
make his foundations so dnfoctlvo,
Tile draining of ft road would render
both the surface and the foundation
dry and solid and so avoid a vory largo
percentage of this expenao.
Some objection Is mado that when a
road has boon "puddled" by the travel
over It, water would not sink through
It to a drain. Hut this Is preposterous,
as any one can Bee by Inspection of a
road after a rain. Not nearly all the
water runs off over the surface to a
side drain. Little ponds of wator.
and water along the wagon tracks re
main until they dry up or sink Into the
ground to be absorbed by the founda
tion of tho road.
An Illustration of the excellence of
underdralniige is shown in a piece of
road nbout one-fourth of a mllo of tho
road to Highland, which leaves tho Mo
lalla roud about one mile south of
Oregon City, down the middle of which
was laid a tile drain about 18 Inches
under the surface In 1888. Small rock
was p'need on the top of the tile and
the surfnee of the road was made
slightly concave Instead of convex.
This has been a good road ever
sine the drain was put In, and has cost
nothing for repairs. The writer does
not think that the place of rock shove
the tile Is necessary to good drain
age, but If It were it would cost much
less than to madamlze the road.
