T
THKRK IS SOUND SENSE, pod judgment, and profound logic in
the assertion of Judge Campbell that the construction of macadam
roads and street i a waste an J that the mot economical highway
ii hard urtace.
Hie j.idgment of hundreds of other towns, counties and state affirm
Jadue Campbell statement. New York, after jpending s?50,(KX),(KC
in macadam, discovered that such road are a failure and now every mai
"traveled road in that state i built with a harJ surface. A score of easter
and middle western states have gone through the same experience and hav.
cime to the same conclusion. Here in our own commonwealth, Multoma
country ha found that macadam roads are not much more than makeshift
?-.d that a policy which includes their construction is a "hand-to-mouth
j.i!icy as Judge Campbell declared before the West Linn audience.
West Linn has an unusual oportunity to take full advantage of tl'
"counsel of Judge Campbell. ' With an avse.sed valuation almost equal t
. Oregon City and with only a small portion of the number of streets, th
town could well afford to build the best, without resorting to bonds or othe
forms of debt, as has been done in Oregon City. If a program were adopte
to build a definite number of blocks of hard surface each year and if tl
program were strictly followed, West Linn would have in only a few year
a system of streets which would rival any tow n in the valley yet, owing t
unusual conditions in' the town across the river, there would be no heav
. debt if the financial side of the improvement was handled properly.
(J ENATE BILL NO. 6, introduced by Senator Dimick, is one that
ought to meet with prompt approval in both houses. Its purpose is
' to repeal the obsolete law requiring a state census to be taken every
"ten years. The cost of taking this census is variously estimated at from
$60,000 to $100,000, and the advanctages to be derived from it are extreme
My vague and uncertain. The reliability of the statistics that are gathered is
open to question, and irf the past very little use has been made ot the tigures
.that have been compiled.
There certainly could be no better place to practice economy than this.
There is no need for the state to take a census for the decennial census taken
everv ten vears bv the federal government serves all necessary purposes. The
fvork that would be done by the state would practically amount to duplica
tion. ,
The subject is of particular interest now, for this is the year set by law
or making the enumeration, and therefore the year when taxes must be
levied to provide the money. The law provides that the census shall be
taken by the county assessors, and the Lane county assessor who, incident
'ally, is very anxious that the law be repealed estimates that the cost will
be $3000. We doubt if there is a single person in this county who believes
that three thousand dollars worth of good would result. Most people doubt
whether three dollars worth of good would come of it. Salem Statesman.
As usual the Clackamas county delegation at Salem is in the forefront
in a fight for true economy although special interests have defeated their
aims more than once. The. local lawmakers are not tied to any definite
program nor are they harnessed to a clique. The best interests of the
state and county are their only guide.
Representative Hunt would do away with prescriptions written in Latin
and Senator Dimick refuses to let the state buy him five newspapers eacn
day. There is no telling what those Clackamas county men at Salem will
do next toward abolishing institutions of long standing.
AFTER THE FIRE
The next morning after the fire how
natural it is to hear the loser say, "And I had
some in currency in the bureau drawer.''
And the insurance policy does not cover such
a loss! You can hide your money where
thieves may not find it but how about fire?
For this reason alone, overlooking the many
other advantages, you should keep your
money in the bank. We call your attention to
our fire and-burglar proof vault and invite you
to keep your money with us for safe keeping.
