an offer to Rive dollar for dollar to a
single tax fund and local enthusiasts
say they will raise $12,500, making a
total of $25,000 to lie spent here In a
two-years' campaign.
Mr. Fels was warmly received white
In the city the first of this month. He
attended receptions, was given lunch

"By Justice, I mean exemption from
taxation on all personal property; the

were much impressed with the latter
location and proceeded to Portland,
where they will interview Franklin T.
Griffith, who has charge of the prop
erty. It Is the intention of the company,
provided they decide to build in this
city, to erect homes for the employes
on the grounds where the mills are
to be built, and no doubt will employ
many hundreds of men.
Mr. Myrlrk has been characterised
as the "James J. Hill of American
Agriculture. ' He is an organizer and
educator. Pre-eminently a self-nuiilo
man, he Is now the president of the
Phelps Publishing Co, of Springfield.

Mr. Applegate came to Oregon from
Missouri, in company with his two
older brothers, Charles and Lindsey,
in 1843. settling in what was then
Yamhill county, but now Polk county.
He died at Yoncalla, in Douglas coun
ty, where he had resided most of the
tinje since 1849, in the year 1388. He
is noteworthy as one of the ablest
men Oregon has ever had, and as a
disinterested, public spirited citizen,
whose influence upon public affairs
was frequently very great.
Recent researches in the manuscript
archives at Salem have shown that
Applegate was the real founder of the
reorganized provisional governmenc
adopted in 1845, that he drew most of
the Important laws passed hy the leg
islative committee of that year, as
well as the memorial to the Unitnl
States Congress, and that he was In
strumental in persuading the Hud
son's Bay Company to take shelter
under the provisional government
Some of the documents revealing his
agency ln these significant matters
have recently been unearthed In the
Public Record Office of Great Britain,
at London, by a professor of the Uni
versity. The contemplated publication will
contain, first, a unique portrait of the
pioneer statesman; second, a biogra
phical sketch of his lire ana services;
third, Applegate's "Views of Oregon
History," an extended commentary on
affairs in the early days of Oregon,
written by Mr. Applegate late in life,
for the benefit of those who should
writathe history of Oregon.

two grandchildren, Webb and Charles
Burns, Jr., of this city, and three
great grandchildren, all of this city.
The funeral services will be held at
the residence In Portland this after
noon at 2 o'clock, and the interment
will be in Rlverview cemetery.

Following is the text of a proposed
bill for paying bounties for killing de
structive animals:
There shall be paid by the State of
Oregon and the counties thereof, as
in this act and, in the manner herein
after provided for the killing and de
struction of the following named ani
mals hereafter killed in the State of
Oregon, the following bounties: For
eacn coyote or coyote pup, $1.50; for
each gray wolf, black wolf, timber
wolf, gray wolf pup. black wolf pup,
or timber wolf pup, $25; for each boh
cat, wild cat or lynx, $5; for each
mountain lion, panther, or cougar. $15.
