We further recommend that the time of holding said mass meetings In said precincts be on Saturday, July 9, 1910, and the members so chosen meet at some con venient place in their respective counties designated by the county central committee, on Saturday, July 16, 1910, for the purpose of selecting members of the State Republican As sembly, and Inasmuch as Multnomah County Is densely populated and a mass meeting system rendered there by Impracticable we recommend that the manner of choosing members of the State Republican Assembly from that county be respectfully referred to the county central committee of said county, with suggestions that they choose such members in a man ner as may be deemed by them best calculated to produce the best re sults, believing that their party loy alty, fealty and Integrity can be re lied upon to secure able and honest men to represent Its Interests, be it further Resolved, That no proxies will b honored In said assembly, but In the event of the inability of the duly elect ed members to attend from any cause that their vote be cast by the mem bership of that county according to the majority oplnuion of those present and acting, be It further ' Resolved, That Congressional and other -district assemblies be held dur ing a recess of said Republican As sembly for the purpose of recommend ing . candidates for nominations for Congressional and other district of fices which recommendations shall be reported back to the said assembly, the delegates to the State Assembly from the several districts serving as delegates to the district assemblies, and be It further Resolved, That should any county central committee of any county of this state be of the opinion that the procedure heretofore recommended would not be suitable to the condition existing in such county that delegates ..;.,.!.. n n 4hA TTnltat America and the State of Oregon; and electfd h,e Republicans of such ed by the central committee of such Whereas, Notwithstanding the di rect primary law, there has arisen a Inns train of utilises, such as a multi plicity of self-nominated candidates i acting under a multiplicity of self promulgated platforms, and lavish ex penditure of campaign funds, thus precluding the possibility of men of moderate" means contesting success fully for nominations against, those who may be able to control nomina tions by the use of an arm of hired workers during campaigns and at the polls, and a constant interference with the affairs of the Republican party by members of other parties who have falsely registered as Republi cans and have a large Influence in dictating the nominations of the Re publican party by such practices: and Whereas. This abuse constitutes a serious "menace to and an Impairment : of the direct primary nominating sys tem on the State of Oregon; anu Whereas. There is a widespread feeling or belief amounting practically to a demand, among Republicans in all parts of the state that there should be held a general meeting of represen tative Republicans duly chosen by a majority of their constituents for nomination at the primary election to be held on September 24, 1910: It being contended that the Republican party In the State of Oregon can be brought out of Its present unsettled and disorganized condition only by a gathering of this character a meet ing of loyal Republicans where Re publican speeches may be made. Re publican policies discussed, a Repub lican platform adopted and a list of candidates known to -be In accord with the Republican party and Its teachings recommended to the voters of the party for nomination at the pri mary election, and to aid and assist In the proper and legitimate use of the direct nominations system; and Whereas, Such a meeting would not offend either the letter or the spirit of the direct primary law, but would strengthen the workings of that law by recommending clean, capable Re publicans to the voters of the party; therefore be it Resolved, By the Republican State Central Committee of the State of Oregon, that the chairman of this committee be directed to issue a call for a Republican assembly to be held In the City of Portland, Oregon, on Thursday, July 21. 1910, at 1(1 o'clock A. M., itnd that representation in said assembly be as follows: One member of said assembly fur each 50 votes or major fraction there of cast for Hon. R. R. Butler,. Presl dentlal Elector at the last general Presidential election. Be it further resolved, That we re commend to the counties of the state excepting Multnomah, that the mem bers of said State Assembly to be county be entitled to seats In the , State Asesembly, according to the number of delegates heretofore ap portioned to such county. Be It fur ther Resolved, That It Is hereby recom mended to the Republican voters of the respective counties that the as sembly held in accordance with these resolutions be large and well calcu lated to be fully representative of the votes of the constituency and that the representation be not less than one delegate for every ten votes cast for the Republican nominee for Presi dent of the United States, It being the desire of this committee that the full est, fairest and most complete ex pression of the parties will be ob tained in every Instance, without In terference from hostile sources, pre conceived Judgments on personal am bitions of any man.
