OroRon City's Conmn'ivlrtl Club has
completed Its organisation with a art of
excellent executive oflloqrs,; Judge Thom
as K. Ryan at the head. In the prime of
life, vigorous and progressive. Judge Ryan
la In a position to do murb for hla city
and county, and the position la no sine
cure. Wo have not been In the front rank
with our push clubs, but with the form
ation of a healthy commercial body, Ore
gon City has an advantage that should
be worked to the limit. The organixution
la new. It Is young. It Is free from pre
judices. It has no social restrictions.
Every man of good morals and standing
may become a member, and every such
man should not hesitate.
Cities and districts were never built up
with half an effort. They were never
prosperous with the aid of half of their
cltlxenship. Every hand Is needed. The
knocker must ivtii to the rear. The
natural resources are here. All they need
la people to develop them. Clackamas
County, with a population of J0.O00, can
easily support ten times that number,
and It will, and the more boosting done
will only hasten the time.

We have heard that It Is easier to
knock than to boost and we' believe It Is
true. We are apt to look back upon the
failures of our Boards of Trade and be
come pessimistic, but let us consider that
their failure was not due at all to the
lack of financial support, but from a gen
eral apathy among our business and pro
fessional men. '
If our Commercial Club Is to have a
mtmbership of 200, then let at least 50
per cent, of the membership be present
at every meeting. Otherwise, the insti
tution cannot be a success.
And. lastly, if your friend Mr. Jones,
from Salem, or Portland, or Albany, or
Eugene, asks if you have a Commercial
Club in your town, you won't have to re
ply in the negative and endeavor to ex
plain WHY.

privileges to run 12 ytars. we are now
prot-cted for 25 years In advance. Con
ditions are constantly changing, and wa

valuable for manufacturing purposes. It
is within reason to assume mat ai ine
end of 12 years the owners of the water
would have demanded considerable money
or its equivalent for trie water that we
must have for a hundred purposes.
' Time was when corporations were given
franchises for the asking. Oregon City
has seen such a time, but it is past. In
these progressive days large companies
expect to give something in return for
special privileges, even when they are ot
a minor nature, as this one is.
GOOD ROADS IN OREGON.
"Good Roads" seems to have be
come in recent months the subject of
almost every conversation when
group of citizens get together. During
the last two weeks there has been
more discussion of good roads among
members of the Portland Commercial
Club than there has about the great
political campaign that Is before us.
When dairymen get together they dis
cuss good roads; it is the same with
fruit growers, while automobile own
. er3 have become veritable cranks on
the subject.
An insistent demand, coming from
every section of tiV State, has been
made upon the Portland Commercial
Club to call some character of rep
resentative meeting to discuss a prac
tical plan whereby all Oregon may
have better highways. President W.
K. Newell, of the State Board of Hor
ticulture, has written to the club ask
ing that action be taken without delay.
A similar request also comes from
Hon. J. W. Bailey, State Dairy and
Food Commissioner, on behalf of the
dairy Interests, and the bankers of
Portland and other cities and towns
of the State are of one mind on the
subject. Many of the cities through
out Oregon are building high class
hard surface pavements, and every
where you go you find men talking
"Good Roads."
As a result of all this It has been
determined to hold an "Oregon Good
Roads Conference" in the Conven
tion Hall (6th floor) of the Portland
Commercial Club, Tuesday, August
11th, with morning, afternoon and ev
ening sessions. No Interest In the
state seems to be more anxious to
have a part in developing the good
roads sentiment into a realization than
the railroads, and as a result a rate
of a fare and a third has been made
for this meeting; tiokets will be good
,the day before and the day after the
meeting, so that it may be extended
over the second day If necessary.
: ; An interesting program will be pre
pared, but there will be no long-winded
theoretical speeches practical men
will be secured and practical ques
tions discussed. The Good Roads As
sociation of Oregon and Washington
will bo asked to co-operate In making
tht meeting a 'success. The basis of
representation 1,11 announced with
in ft few days, but all commercial and
industrial bodies, county Judges, court
ly comnilslsoners, editors, and mayors,
will be authorized to appoint dele
gates and urged to have a good repre
sentation present.

ball rolling for the success of the new
race track at the Clackamas County An
nual Fair by offering a prlio of 150 for
the best horse in a half mile running
race. This Is worthy of commendation
and shows the true sporUhiau In our

as these and there would be no doubt ot
the success of any public undertaking. '

the east, where he had been for the last
six weeks. He was a delegate to the
Lumberman's Convention at Minneapolis

were in Oregon City Thursday on a busi
ness trip. Mr. Ritter is one of the prom
inent hop growers oi iiacKamas couniy,
and has over eight acres In hops, but
suvs that verv few hops will be picked
in the Needy precinct this year, as the
price paid at present is not satisfactory
to the growers, and many have decided
to put the ground Into grain Instead of
hops. The vines that have been culti
vated this year are looking poor. The
vield will be les this year than for many
previous years. The fruit and grain
vield this year of the Needy country is
larger than It has been ior many years.
