Bruce Frame of Portland has filed a notice of appropriation of the water of the Big Sandy river. Mr. Frame asks for 25,000 miners Inches, to be secured with a 6-inch head min- era' measure. The canal is to be known as the "Public Utility Canal" and is to be 18 feet wide, and 8 feet deep and will be used for the pur pose of irrigation. The appropriation calls for the use of the waters at a point in Section 13, 2 South, 5 East Fined for Killing Deer. Walter St. John, Ora Hickman, Red man Russell and S. White, were giv en a hearing Friday morning for kill ing deer over in the Salmon country, and upon pleas of guilty were fined $23 each. The men all live in the Bull Run country and were arrested by Deputy Game Wardens John Green and W. A. Mack. WOULD BUY HORSES FOR OREGON GUARD. Dr. W. E. Carl! went to Salem on Wednesday's train which bore the great commoner of Nebraska to Salem. The doctor was also slated for a speech in Salem on Wednesday even ing before the members of the Marion County Medical association. The doctor has remained la Salem on Thursday to hear the address of William Jennings Bryan before the members of the Oregon legislature While in Salem Dr. W. E. Carll, who Is captain and assistant surgeon of the Oregon National guard and who is also connected with the battery of the light artillery, will make plans to have introduced a set of resolutions asking for an appropriation of $5000. The money Is to be expended In purchasing 50 horses for the use of the light artillery in Its annual sum mer marches and encampments. The doctor In the resolutions ex pects to show where horses, Jf pur chased, could be used to advantage in the intervening time when the bat tery is not using them. Adjutant Fin zer, of the National guard, In his an nual report, is strongly In favor of the purchase of the horses, and has recommended the project LEGISLATURE WILL INVESTIGATE LOCKS. Salem, Jan. 24. Upon motion of Senator Miller of Linn, the committee on commerce nnd navigation has been instructed to investigate the history, cost and present condition of the locks at Oregon City and their effect upon the commercial and industrial inter ests of the state. While the Colonial office will neither affirm nor deny, It is understood in official cir cles that Governor Swettenham of Jamaica has resigned. Postmaster Randall has Just finish- e(1 his annual report of the work of the Monay Order department of the P8t office at Oregon City which shows an enormous gain in the amount of business done during the year, ! Tni& report of course shows a cor- responding gain in the amount of people doing business in this city and it is worth noticing, especially by out also show a very substantial gain over the proceeding year as in 1905 only C504 were paid out amounting to $63,991.04, and in 1906 there were 6673 amounting to $67,133.85. The greatest gain in the post of ce department is In the international money orders issued and in this de partment the receipts of 1906 were more than, double those of the pre ceedlng year In 1905 there were 129 issued amounting to $2137.20. and in 1906, 215 Issued amounting .to $4, 999.24. Although there were more of the international money orders paid the past year than during the year 1905, i the amount shows some decrease, as follows: in 1905, 44 were paid amount ing to $1724.54, and last year 64 amounting to $1049.98. . PHONE LINES INTO OREGON CITY President George Randall reports things booming with the Central Point telephone company. They have Just added nine new subscribers and have three linemen at work bringing the line Into Oregon City. They have been coming in on the Frank Andrews line at Mt Pleasant, but are now cut ting off from It They are also extend ing the line into New Era where they connect with the flouring mill. IMPROVEMENT OF MADISON STREET. The residents along Madison street north of Seventh street are nearly united for the Improvement of that street clear through to the Madison street bridge. The improvement of this street would render the property along Madison street more valuable and would give the residents one of the' best streets in the city. It would be a great boon to the people who re side in the Kansas City addition and would give them the best possible means of reaching the business dis trict of upper Seventh street. This subject has been taken up since the talk or proposal of the opening up of Washington street, north and south, from one side of the town to the other. The opening up of Madison street the residents say, is a more feasible plan, as the street could be improved at a lower cost and the grades would be easier for the traveling public. No definite plan of action has been taken by the residents along the street, but so strong is the sentiment that there is no doubt that some move will be made in the near future. It is planned to macadamize only the 24 or 30 feet of the center of the street and to sod and park the sides, except at street intersections where the full width would be improved. If the work 13 carried out on those plans, Madison will be a very handsome res idence street as well as furnishing a much needed highway from Kansas City to Upper Seventh street
