STATE PRINTING OFFICE.
Voluntary Committee Has Agreed To
Abandon Plan for Ousting
Public Officials.
The abolition of the State Printer's
office at the close of Mr. Whitney's
present term will be suggested in the
form of a constitutional amendment
by initiative petition.
This conclusion has been reached
by the voluntary committee that is
planning for some material changes
in the state's organic law. As origi
nally proposed, the committee of
which W. S. U'Ren, of this city, is
the acting secretary, proposed to have
the office and salary of State Printer
regulated by law, but in reply to the
circular letters that were distributed
on this subject, those submitting opin
ions unanimously suggested .that the
office be done away with entirely and
the state's printing "be done by con-
tract under the direction of a Board
consisting of Governor, Secretary of
State and State Treasurer.
Of the eight amendments originally
suggested, it is reasonably certain
from the conferences that have been
held by the committee that six will be
presented to the people by initiative
petition. It has been decided prac
tically to abandon the two ' "amend
ments providing for the ousting of
public officials . by special elections
and allowing laws to be enacted for
the election of officers by proportional
or minority representation. Both of
these amendments were much discus
sed and severely criticised in the re
plies that have been received by the
committee. If they are submitted at
all, they will be presented under the
auspices of some other organisation
than the committee that first sug
gested them.
The six proposed amendments, in
the submission of which the commit
tee is practically agreed are:
Giving the people initiative and ref
erendum powers on all local special
and municipal laws and single items
of appropriation bills without affect
ing the bills themselves.
Giving cities power to make and
amend their charters, subject to the
Constitution and general laws.
Relating to the office of State Print
er," the abolition of which will be pro
posed. Giving the people the exclusive pow
er to create public institutions at other
places than at Salem. '
Giving one Legislature power to pro
pose Constitutional amendments, and
to the people power to prevent the
calling of Constitutional conventions.
Creating a law to prohibit public
officers from receiving transportation
favors from railway companies.
Frequent conferences are being held
by members of the committee which
is compiling the various amendments
in the form by which they will be sub
mitted to the people at the June elec
tion. When this preliminary work has
received attention, an organization
will be formed through which an ac
tive campaign in the interest of the
proposed amendments will be conduct

Her physician had finally to tap her every few

finally told her husband that she had Bright's
Disease of the Kidneys, that it was in an ad
vanced chronic state and beyond medical aid.
Her heart also gave her the usual trouble and
be was in such a serious condition the relatives
were sent for. They put her on Fulton's Com

thing that had done so for a week. The second
week the dropsy declined a little and the im
provement was then gradual until her recovery
was complete. This case was examined into
by representatives of the San Francisco Star
and the Overland Monthly, and the genuineness
of the case and the recovery were fully attested

Mrs. Thomas Christol of 438 Twenty-seventh
street. San Francisco, was also swollen with
dropsy, as a result of chronio Bright's Disease,
to more than seventy-five pounds beyond her
normal weight, and had to be moved in sheets
and was close to death's door although she had
four physicians. She was put on the Fulton
Compounds. Three weeks showed improvement
and in six months she was well, and permits
