few talks on how to Improve the
crushed rock and gravel roads, tint

here In Oreogn City until they aie
unbearable A nuisance and dis
grace to the people at home, and a
scare crow to any strangers passing
this way.
Tie way that all our crushed rock
roads have been built In this count
from the first, some 15 years past, not
one of ih.Mii has been finished and not
one of them has given satisfactor-.
a road to the public. Just because

wagon, so that very soon they have
lost half their cost to build, and in
every Instance In the city and coun
try the crushed rock roads have not
paid above one fourth their cost to
build, just for lack of the extra stroke,
the extra nail, the finishing touch. As
a general rule the foundation work
has been good, the grading has been
all right, and the crushed rock has
been put on deep enough and rounded
up properly and many of the roads
have been rolled and then called
finished and then left to destruction.
The strength and durability of
cruhed rock is not In Itself, It must
have something to bind It. something
to cement It together and hold it
solid or it will not become solid and
there is nothing better than clay
nlrt that lies right along by the side
of every piece of crushed rock road
made, uniess it be a street made
from curb to curb as Center street,
in that case It will have to be hauled
by team and put on.
There should not be allowed a
itagon to pass over the crushed rock
after it is put on the street and raked
into Its proper place until it is cover
ed two or three inches deep all over
the surface with clay dirt That is
the open secret that any man can see
by passing over any of our ragged
streets in Oregon City. And yet our
city fathers after 15 years of experi
ence will keep on In "the old nit of
letting the rock lie on the road un
covered expecting the traveling over
It will cause it to become smooth.
It is the loose stones and rocks on
the surface that destroys a road
sooner than any other one thing.
Please notice a wagon wheel as it
passes over a bare crushed rock sur
face and you will see every rock move
within a foot of where the wheel rolls,
not so where the surface is covered
with dirt, every time a wheel rolls
over it the dirt settles down into the
cracks and holes anil cements all to
gether, and soon it is like one solid
stone and the surface becomes even
smooth and hard into a perfect road,
horses are not afraid to step tm It
Anywhere, therefore it does not wear
Into ruts and holes, and much of
the coarser rock scattered all over
the street.
i The shiftless habit of letting the
crushed rock lie uncovered until the
wason wheels and general travel cov
er them with mud is the cause of the
two ruts in all crushed rock roads,
the horses will follow the track of
the wagon wheels, and the wheels
wear and crowd out the loose rock
until there an- no ruts from end to
end of the road four to six inches
deep, this hapiens in alxmt two or
three weeks then the road is spoiled,
you cannot rill up those two solid
tracks or ruts with other rock to
make a solid, smooth surface no more
than you can stir up cement after it
Is set, and exiert it to harden again.
