THEDFORD'5 BUCiT-DtlAUGHT which history will confirm and repeat. The American people were fortunate in his successor, to whom they turned with a trust and confidence which have been fully Justified. President Roosevelt brought to the great responsibilities thus sadly forced upon him a clear head, a brave heart, an earnest patriotism and high Ideals of public duty and public ser vice. True to the principles of the Re publican party and to the duties to which the party had declared he also showed himself ready for every emergency, and has met new Vnd vital Questions with ability and with auccesa. The confidence of the people In his Jus tice, Inspired by his public career, en abled him to render personally an lnes tlmuble service to the country by bring ing about a settlement of the coal strike, which threatened such disastrous results al the opening of the winter of 1902. Foreign Policy Haa Been Successful. Our foreign policy under his adminis tration has not only been able, vigorous and dignified, but In the highest degree successful. The complicated questions which arose In Venezuela were settled In such a way by President Rocsevelt that the Monroe doctrine was signally vindi cated and the cause of peace and arbitra tion greatly advanced. Ills prompt and vigorous action In Pan ama, which we commend In the highest terms, not only secured to us the canal route, but avoided foreign complications, which might have been of a very gerloua character. He has continued the policy of President McKlnley In the Orient, and our position In China aignallxed by our recent commercal treaty In that empire, haa never been so high.
