The Republican Convention for Clack amae county, Oregon, is hereby called to meet in the Willamette ball, Oregon City.Wednesday the Bth day of April.llHH at the hour of ten o clock, a. m., tor tne purpose of electing eighteen delegates to the State Republican convention to be held at Portland, Oregon, on the day of April, 1904, and eighteen delegates to the Republican Congressional conven tion of the first Congressional District, to be held at Salem, Ore., on April , 3004; also for the purpose of nominating candidates for the following office, to wit: Three representatives to the State Legislature, county commissioner, sheriff, clerk, recorder, ffsseesor, treasurer, school superintendent, surveyor, coroner and justices of the peace and constable for the several precincts. Call for Congressional Convention. convention of the Republican party of the first congressional district of the state of Oregon is hereby called to meet in Salem, Ore., Wednesday, April 13, at 11a. m., for the purpose of nominating one representative for congress and to transact such other business as may properly come before the convention. The convention will consist of 177 del egates, apportioned among the several counties of the district as follows, to-wit : Benton, 7; Clackamas, 18; Cooa, 9; Curry, 3; Douglas, 14; Jackson, 12; Josephine, 7; Klamath, 4; Lake, 4; Lane, 19; Lincoln, 5; Linn, 14; Marion, 23; Polk, 9; Tillamook, 5; Washington, 13; Yamhill, 11; total, 177. The same being one delegate-at-large for each county, one for every 150 votes cast for Judge Bean on the last general election, and one for every fraction of 150 larger than 100. That the work of the convention may be expedited as much is possible, the committee suggests that the chairmen and secretaries of the several county con ventions certify to the list of delegates elected by their county conventions to this congressional convention and mail them at once to Curtis B. Winn, secre tary congressional committee, Albany, Oregon. Delegate or other in attendance at the convention may secure a rate of one and one-third fares for the round trip on the Southern Pacific and the Corvallis & Eastern railways by paing full fare to Salem, taking a receipt for fare paid from the ticket agent and havirg same; properly certified by the secretary of the i convention. Co 18 880 00 74 000 00 f 10,000.00 worth of machinery was sold out of station "A" by the Willamette Pulp & Paper Co. in 1903 and $6,000.00 was deducted from their assrsmiient to compensate for this. The O. W. P. & Ry. Co. wa raised from f 1,400.00 per mile to fj.500.oo per mile and the material ou hand for the construction of the line up the Clackamu as sessed for $ jo, 000. 00. The Weyerhaeuser Timber Co. and T. D. & E. S. Collins pay on over 31,000 acre of timber land that was assessed in 1901 for $1.35 per acre, and for the same land they are now assessed for J6.00 per acre, nearly live times the assessment of 1901 The expense of running the assessor's office for the year 1901, for salaries alone, amounted to $4,950.00. This was the year in which Held deputies were sent out, but does not include the cost of the present owner maps, which were a separate expense. The expense of running the office for the corresponding year of lyij, when field deputies were again sent out amounted to oniy f .V4' 'j5. a saving of $ 1,457.05 over the corresponding year of 1901. The cost of the coming assessment year of 1904 will not exceed f 1,300.00 as no deputies will be fn the field. Repeated assertions by the "Courier" that doubling the assessment raised the taxes can be disproved by reading the new law governing the state tax which is a follows: "In order to ascertain the amount of taxes to lie paid (to the state) by the several counties, state officers shall ascertain from the report of the kxi'knu 1TURES of the several counties, on file in the office of the secretary of state, the average amount of expenditure in each county for a period of five years; ami each county shall pay such proportion of iid state tax as its average amount of i t" penditures for said period bears to the total amount of expenditures iu all of the counties of the state." Clackamas County's proportion of the state tax amounts to 3.35 per cent of the total state tax. The last legislature passed a law raising the par capita school tax from f 1.96 to fd. 00 per capita In 1902 the levy for county and road purposes amounted to 21 mills and this year it is lot mills. The difference between the tax of this year and last is due solely to the fact that Clack, amas County pays 3.35 per cent of the fS65.0oo.00 appropriated fur the Lewis and Clark Fair, the Indian War Veterans and the Portage Railroad, and to the extra amount levied for school purposes. The only difference in doubling the assessment of the county, is that the levy is 20 j mills instead of 41 mills. OUR FIRST REPUBLIC, CASTOR I A For Infant and Children. When France, In 1704, ceded Louisi ana to Spain, the subjects of King Louis XV. objected to the transfer without their consent. The local gov ernment submitted the question to the council, which, under the lead of Nich olas Cbauvln de Lnfrenlere, rose In re volt Lafrenlere called a convention of the people at New Orleans, while the new Spanish governor wns on his way to the colony, and the convention se lected a delgate to go to Pnrls to dis suade the French klnjr from his course. Louis XV., however, rebuffed tlie dele gate and sent back word that the peo ple must recognise the authority of Spain. It was then that the people of Louisi ana resolved on a radical course. On the night of Oct. 28. 1708, the rebels took possession of the French forts and the gates of the town In the name of the republic of Louisiana. Tho old French governor offered no resistance, while the new Spanish governor took refuge on a ship and sailed for Havana. On Oct. 2. 17CS. the council at New Orleans adopted 1 formal declaration of Independence, officially named It self the republic of Louisiana, elected J Lefrenlere "protector" and prepared a written constitution. This Interesting government lasted from Octolx.-r, 1T08, to July, 17ia, when a Spanish squadron of twenty-four vessels, with an army of 2,600 men, arrived at New Orleans. The new republican state was destroy ed and five republican leaders, Includ ing Lafrenlere, were put 1.0 death. Then all the republic's omdn papers.
