When the Senate ad journed at 7 o'clock, tlieie was a general belief that the buxlness of the seteion would be completed in time to permit final adjournment tomorriw. Some, however, placed Ihe date 24 hours later. Ttie hands of the ancient cloi k in the rear of the Senate chamber indicated 10 minutes of 7 when the roll call began. All the Senators in the city occupied their seats, and all. were prompt in re sponding w hen their names were called, ihe vote resulted in Ihe ratification of the treaty by 73 to 6 The result was no surprixe, lor all had predicted that, when the ottered amendments had been dis posed of, the treaty would lie approved by an overwhelming inujirity. Other coun ties in Oregon have been gelting ahead of Cleckamas in Ihe way of securing im migration, for the simple rea on that they have spent money in advertising their resources, and Clackamas has done practically nothing to get her part of the rush of eastern people who are constant ly arriving here with Ihe object of locat ing and making their permanent homes, At a mass meeting of citizens two weeks Ago a committee, consisting of E. E. C'harman, J, J. Cooke, C. bchuebel, O. W. Kastbam, H. E. Cross, George A, Harding and Franklin T. Gritlith, was appointed to draw up a plan or reorgan ization and present it for consideration. The report saya in part: We are strongly of the opinion that all the business interests of Oregon City and the county ought to be welded to gether in an orgamr ition that will have lor its object the promotion of the best intercuts of Oregon City and Clackamas county. Mo extended argument ia need ed along these lines. Too much time baa been lost already by delay. Other counties are thoroughly organized and are sending out hundreds of thousands of pamphlets descriptive o' their repect ive localities, and otherwise are doing good woik in attracting attention to the facilities olfered in the various other places of ihe slate for homes and for business. o far Clackamas county has done lit tle or nothing. In order, therefore, that attention mav he directed 10 the county and to the business oHtnings here offer ed lor the profitable employment of cap ital, we submit the following alternative plan: Firat We can reorganize Ihe board of trade under the plan heretofore adopted with constitution and by-laws as they exist at the present. In such cnm we would advi-e that the membership iee should be the sum of and the month ly dues $1. Second As an alternative plan, and which we are able to recommend, we advise that a corporation be formed which ehall unite jn iia interests and have for stockholders or members all the leading business men and manufac turing concerns of the cily, and as many from the county as we shall be able lo solicit in its support. This corporation should have a capital stock of not less than f5000, divided into 100 shares ol $."0 per share. Want Higher Pay. Efforts are being mihle by Mie em ployesoftbe Willamette Pulp A Paper Company and the Crown Paer Com pany to demand shorter hours and more pay. The initial move will be made at the regular meeting of the Federal La bor Union April 6. This onion is com posed of about 000 unclassified work ingmen, about 400 of whom are em ployed in the paper mills. Up to a year ago laborers in the Wil lamette mill received f I 50 per day, and within four days after the organizilion of the Federal L ioor Union, a yaar ago, the scale was raised lo (1.75. Lat tail a request waa made for an increase ol pay lor a certain class of work, that was not complied with, on the gronnd that competition with the KaBtern mills nude it impossible. Director N. H. Lang, of the Willamette Pulp A Paper Company, is quoted as saving in an interview with Secretary Howard, of Ihe Federil Labor Union, six months age, that Eastern paper mills were working lorig hours, but Mr. How ard said today that t.'ie paper mills at Watertowo and Syracuse, N. Y., and at Lansing, .Mich, were runniug eight hour shifts. The Lansing mtll.wheo construct ed, was the largest paper mill in the country. The men who want incieased pay lake the position that common la bor in I'ortland is worth f2.50 a day, for 9 and 10 hour's woik. and they bold that it ought to be worth that much here. By reason of an arrangement between einploytrs and employes most of the men work 10 hours a day one week, and 14 hours a night the next week. Tins makes two shuts of 12 hours etich. , The men are talking of demanding an 8 hour day and three fchifts and an in crease in pav.
