A citizen may carry an vthltiff that ho llkc-s Into the treasury building, hut when he undertakes to carry nnythim; bulky out of the building he Is apt to pot Into trouble- If he do. S not explain with readiness. A visitor to Washington the other ilay carried a fairly large package Into the building. Nolxidy said a won! to him about It when he was going In. hut when he started out with the package he was held up, made to open It and to nplaiu all about himself and his busi ness. The rule was never enforced rigorously until the sen ate, took up the Sherman repeal bill. At that time the public mind became so influenced against the delay in the nenate that violence was feared, and the rule was put into active operation and continued for some years. Then it dropped out of sight until the Spanish war excitement came ou, when It was again enforced, as it has been more or less rigorously ever since New York Mail and Kxpress. Cork It and set it In a warm pic for two days. If daring this time it b comes cloudy or milky It is unlit for domestic use. If it remains perfectly clear it Is probably safe. IV careful that the bottle Is absolutely as clean as you ca'i make It and the sugar I ure. The second test Is also a simple one. Obtain from a trustworthy druggist ,r cents" worth of saturated solution of permanganate of potassium. Add about live drops of this to a pint bot tle of water. This will turn the water a beauiil': rose purple. If there Is any considerable amount of organic matter the color will give place In the course of a few hours to a more or lss dirty reddish brown. If the color of the water in the bottle remains for twelve hours unchanged from the rose purple it assumed when the perman ganate of potassium was first added, it may be considered free from organic contamination.
