At a meeting of the Sellwood Board of trade triduv night in Fireman' Hall, Iheie waa a ilincusaion of pending railway franchiHea. The proponed Springwater branch of the Oregon Water Tower & Railway Company will pass through the southern portion of Sellwood, but noth ing in the wav of construction can be done while the franchises are "held up." The follow, ng resolutions were passed : "Whereas, Every citizen in Portland wishes the advancement and develop ment of every part of the city ; and "Whereas, Railroads leading into the country bring the producer and con sumer together; and "Whereas, The Oregon Water Powe and Railway Company i now construct ing a line into a district heretofore un provided with railway facilities; and "Whereas, Said railway will greatly iucrease the business of Portland and be a potent force in the development of the city; and "Whereas, Said Oregon Water Power and Railway Company require a fran chise in the southeastern part of the city and through the warehouse district of the city for successfully carrying on its business; therefore, be it "Resolved, By the Sellwood Board of Trade that we favor granting the Iran chiee asked for by said company, and doing everything in our power to assist said Oregon Water Tower & Railway Company and all other kindred enter prise ; and that a copy ol these resolu tion be forwarded to the Common Council." They estimate the total ye&rly beer production at about O.StiS.OOtMMy) gallons, for which about 1,22,000 bale-) of hop are necessaiy. This leaves a deficit of about 263,000 bales over the estimated production of this )ear, which they conaider i nearly covered by old stock on band, although in this respect there are many dealer who think there are not enough old hops to meet the deficiency. The crop of aaz, Bohemia, will he about 55,000 bale of exceedingly fine quality, and the total crop of Austria Hungary 122.000 bale, against 201,000 bale in 1'JOl. Their estimate of the lea-ling continental hop countries for this year and last is a follows: Ger many, 221,000 bales ; Fiance, 21,400 bales against 27,500 bale ; Belgium and Hol land, 30,700 bales, auainst 61,000 bales; Rus-ia, 30,500 bale, against 50,1100 bale. The lowest actual bid for building the new battle-ship Louisiana, of 10,000 tons, is $:;,!in,0iVi, or $241.37 per ton. Our three bigj:el ships now under con struction, the (ieoigia, Nebraska and New Jersey, of 15,0(0 tons each, were let at respective contract prices of $239.33, 1248.SS and $227 per ton, or an average of $38.40. The new ship will therefore cost, if the present bids are acted upon, $10.97 a ton more than her sister, or a total of $175,520 beyond a proportionate price. This increase and the very great similarity between the bids have given rise to the susuicion that there may have been collusion be tween the bidders. If the lowest present bid is accepted the payment of $4,000,000 for a single battleship is a heavy single item in the cost of becoming a "world-power." One of Life's Pleasures. The following pragrapb are taken from two of our neighboring exchanges, reflecting discredit upon the members of the (i. A. R. of Clackamas county and is a flagrant tliru-t at the organization everywhere. The following paragraph is taken from the Woodburn Independ ent : "The property owners of Marion county are taxed one tenth of a mill for an indigent soldiers' fund, which we un derstand ban been placed at the dis posal of the commandant of the Salem G. A. R. IVt. Upon investigation it ha been leatnel, we are informed, that this money djen not go over five mile from Salem, and the b ilk of it is die posed of in ttiat city. Thus far this year $390 has lieen paid out of this fund. Indigent soldiers rei-idirig in the county, outside of Salem, have so i e reason to complain of audi an unfair application. We would be only too pleased to correct the error if any statement herein is er roneous, but if it is as claimed by our recognized reliable authority, then it is high lime the county court's attention ia called to the matter." To thee statement the Aurora Bore alis adds coals of tire, and makes state ments wl ich it cannot support. lie ut terances on the subject are very discred itable to itself. It says: "Ins the same in Clackamas county. Oregon City hos all the fund with the exception of giving to a paralyzed sol dier near Wilhoit. This indigent was not in the condition to go to the poll to vote last spring and his rightful share of the fund was withdrawn and given to one able lo vote, but the Hubbard Post, we hear, kicked so bard that the Clack amas couqty court had to resume ex tending aid." The facta are that the county com missioners of this county have been very generous in the matter of aid.ng indigent soldiers throughout the entire county. The particular comrade from whom it is said aid was withdrawn has been aided very materially on more than one occasion. The G. A. R. Post oi this city has exercised due care and diligence in the management of all affairs con nected with the organization, and we believe there has not been a Military breach of trust by any member or offi cer of the punt.
