Ooa ol tboaa problem, that tbe meat'
bers of the board of county eommiasion
era are so often called upon to deal with
wa presented to that body late oo
Thursday ol latt week, A nnmbarof tbe
leading citizens of tbe coonty, residing
about Wllsonrille, had devised a plan (or
reloading tbe county debt, intentionally
bnt not practically. Their proposition
was to bave each taxpayer within tbe
coonty come forward with an amount of
cash eqoal to hi current tar, deposit tbe
amount with the coonty treasurer and
receive In lien a coonty warrant, still
hearinK interest at th rata of 6 per cent.
Tbeee funds were to be used to call in.
and pay off the outstanding warrants,
claimed to be held by brokers and finan
cial manipulators, thus the interest paid
annually would go to tbe reaidents of the
county, principally the farming eles
ment. It is claimed by these enthuaiast
tbat literally the debt of tbe county
would be paid, when, in fact, it would
but be funded temporarily.
It will be observed that while a direct
proposition is made whereby each tax
payer forthwith liquidates his proportion
of tbe debt according to the value of his
Dronertv. a contradictory proposition is
put forth in the resolution asking that
an interest bearing warrant be issued to
him, which moat certainly at sometime,
sooner or later, become due and payable.
By this means nothing is gained bat the
fact of thruBtinu additional labors upon
the officials and cumbering the records
with eapeifluoua entries. Tbe debt
would remain a debt after all.
Tbe following are the resolutions as
presented to the board :
"Whereas, Clackamas County is in
debt to about the amount of this year's
taxes, and
"Whereas, We, the undersigned tax
payers of Clackaraae County, are willing
lo pay our just ahare of thia debt at pres
ent, and
"Whereas, Under tne present; syen-in.
we are obliged to pay interest on a debt
which we desire to pay off our propor
tionate share, we hereby lay this oppo
sition before tbe honorable lewd and
ask favorable actios banala:
"TtiaBewr,t fVstamaw

warrants to draw leal interest from the
first day of the month following their
issue, or as the Board of Commissioners
may order, and said money to be nsed to
pay off part or all of the present county
indebtedness." . ,.
It is needless to add that this matter
did not receive serious or lengthy consid
eration bv the commissioners. While
the debt of the county amounts to quite
a sum, the people's faith tn the ability ot
the coiinty to pay is demonstrated by the
fact that warrants are Belling a, a v'T
mium. Only last week warrants of this
eonnty sold at a premium ot 3 per cent.
Thia mav not be the ruling price, but a
number of instances could be cited where .
this price was paid. : Warrant of this
