There has lieen a very wide criticism c f the Rivet and Harbor bill based upon the alleged ground that a very Urge num ber of insignificant streams and rivers and creeks were improved for the pur pose of procuring voles for the bill. Newspapers have msde criticism all over the country. I think the Oregonian, some time ago, premiiuing doubtless that the criticisms aere bared upon truih, had au editorial to the samttellect.
