The banking and currency committee of the llonae will br(in at an early daUt : the consideration ol two important Bnsu ,cial bills. The first will be the hill in troduced by Mr. Overstreet, of Indiana, making it mandatory upon the Secretary of the TreaHury to exchange (fold for Isihei. This bill is beinK urndas a net jeNxary ronnding out u ibeaold-standard 1 law now on the statute books. The pros pects for a favorable report irora the committee are good. The other hill i a measure broadly described as making more elastic the national bank currency. It ha not been formulated yet, but will probably he a composite bill, including tbe main features of a number of pending bills upon the same subject. The House Ways and Means Commit tee will take np the propose I UritT conces sions to Cuba at an early data and a hearing will be given the Cuban dele gates who are in this country represent iiiK the commercial interests "of the Island. Tbe Cubans ak for a reduction of tbe existing tariff rates on sugar, to bacco, molasses, rum and cigars. Their ; plea for lower tariff on sngar and tobacco is endorsed by the War Department. Mr. Oxnard, in behalf of the beet su nar interests ol this country, is opposing the Cuban concessions. The committee on ways and meana will grant Mr. Ox nard aud some other parties in interest a bearing at the same time tbe Cubans are beard. -Although Congress assembled on the fit st Monday iu December last, it had been in seaeion, prior to Monday, Jan 6, only eight days. Yet in that time it started an unprecedented amount of work. To record this work required 175 pau.es of the House Journal, a publica tion of tbe same sized page as the Con gressional Record. Each page contained 1700 words, or a total of 297,500 words which the jourual clerks were required to record, being 234 words lor every tuin- utb of time occupied during the session. Tbe total number of bills introduced in the House was 7023, an excess of more than 2000 over any other previous See- si n. Of thebe bills 2,970 were referred to a single committee that on invalid pensions. In the last Congresa, the Kitty-sixth, the total number of bills in troduce rt in the House was 14,339 for the euiire Congress. The last year of the Nineteenth Cen tury was the banner one for invention in the United States. The number of pat ents issued during the twelve months of 1900 exceeds the record of any previous year in the history of the American pat ent system and surpasses the annual is sue of every other pa'ent bureu in the world. While this increase has been particuUily notable aloug such lines bU'jb as laud transportation by eteam and elect: ictity, electrical appliances, improved machinery for industrial uses, and patents designed to simplify ma chinery already in use it has been also very comprehensive and includes every phane of industrial activity. In the ca reer ol the Patent Office such a general increase in the number nf certificates ia sued has been found to indicate a general condition of high wages and good crops, A commission is to be appointed to se lect a site for a memorial arch for Wra. McKinley. It will Decomposed of the chairman of the joint committee 00 the library, the Secretaiy of State and the 5 1 9wtary of Wsr. The comtriision I authorized to select any unoccupied land belonging to the United States in tie B District of Columbia, except tbe grounca U "f the Capittl and the Library of Cot J ! greub in which to erect tbe said memor iat arch. The commission Is afro re qnired lo obtain, by any form of compe tition which may seem advisable, plans, specifications and models fosyaid memo rial provided for in the bill, and may pay for the same to competing artists not exceeding $25,000. By the election of United States sena tors in Maryland, New Jersey and Ken tucky the democracy will gain two mem bers. Mr. Wellington and Mr. Deboe will retire. The successor of General Bewell will of con rue be a republican. Most probably he will be former At tor ney-General Jlohn W. Griggs. Gorman' return to the benate in the place of Wel lington is a foregone conclusion. In Kentucky there will be a hot fight. Just at this time James B. McCreary is ahead in tiie race.
