TO PROMOTE TRADE WITH Cl'liA.
A delegation of Cubans has petitioned
co: gress to pass the following act in the
interest of trade between the two
countries.
Section 1. from and alter the first
(' uy of January, l'J02, Ciihan molasses
and raw sugar, up to No. 16 of the Dutch
s'a'.dard, shall be admitted into the
United States free, and all other Cuban
jitiidiicts upon the payment of one-half
of 'h- rates of dn'ies levied and collected
under the ' tariff laws of the Unitedj
biates upon similar products of the most
.i voted nation; provided the people of
Cu'ia comply with the following condi
tio;! :
Section 2. The people ol Cuba fchall
Consent that from and after the 1-t day
oi January, 1902, all products of the
United States shall be admitted into
Cuba upon the payment of one-half the
rate of duty levied and collected under
the tariff laws of Cuha upon t-imilar
1'iodiicta of the most favored na'ion
Whenever the .Military Governor of
Cuba shall report to the esident of the
United Stales that the people of Culpa
Lave given fcuch consent the president
ehall by proclamation declare that the
rales of duties provided for in this act
eljal take effect in the United States and
in Cuba fruin and after the 1st day of
January, 1!) 2.
Section 3 This act tdiall take effect
immediately.
The Hiigar production of the two
countries stand as follows:
We consume 2,130,070 tons of fiigsr
annually. We produce 75,903 tons of
beet, and 149,372 tons of cane sugar in
liuntry. We receive 2(K),C00 tons
from Hawaii and 35, (XO tons from Pur to
Eico a total production of 520,333 tons.
We must, therefore, import l,610,33o
tons. Shall we get it from Cuba or
Europe? Again, we are losing Cuban
trade. In 1809 we told I.er $30,773,057
worth of goods. In 1900, $4,570,038 less.
Iii i haii and German sales increased ill
the same time at the rate of $2,300,000 a
year, and in 1900 were three times what
they were in 1895. We can monopolize
this trade by reciprocal concessions.
On the other hand the sugar and
tobacco industries of this country will be
practically ruined by the passage of the
profited act. It is believed that a
majority of congress feels that unices
Cuba wants annexation she cannot Lave
the benefit of our markets. This again
means that Cuba will be in severe straits
by another summer without the advant
age of our markets. Her resources Lave
been ruined by war and she needs every .
advantage lor recuperation.
