PiieciDEXT McKinley's policy, in the matter of re-appointmtrnt of potttinaeters and other federal omVers whose terms expire during the recess of congress, has been made public and where it is his Intention to re-appolnt the present in-cumlx-nls, the appointment would be held over until after congress convened. In this way the necessity of filing two bonds will be avoided. In the tate of oflicers having fixed terms, it may be necessary to make the appointments duriiig the recess. The amount China is to pay for the Boxer upribing and the reuniting diturb anueH has been fixed at f'wO.OOO.OiO. or nearly twice the amount that the United Slates representatives urgijd as a juht amount. This country also urged that Ohineae three-percent bondn be accep ted, but this proposition was rejected by the other powers. China has accepted more readily than was expected the terms imposed, but points out the fact that, owing to the impoverished condi tion of the country, the burden will be very heavy. She offers to pay about $10,500,000 annually for thirty years. This amount is to be rainel three fifths from the salt tax, and one-fifth each from the likin tax and the native customs. As this would leave the country without sufficient revenue to pay the expenses of government, China asks that the foreign cuHtomg duties be increased one-third. F.dward Olds, of West Oregon City, who is just tiuiahing the construction of a bridge at Usweito, is drawing up the plans and specifications for the M U1U bridge, wl.iili will be a wooden Howe Truss, double pan. 1J leet long, the north span being 172 feet and the south span ISO feet. The north approach w ill be 50 feet and the south 100 feet in length. Ther- is to be a concrete pitr in the renter 6 feet wide and L'5 leet long, squre at the north end and diamond shaped at the up river end. The bridge will be a covered structure, 18 feet high, and the cost will come close to f 70)10. If an agreement is not reached by Tuesday, Mayor Dimick will call a special meeting ol the council lor further consideration ol the question and should the company and city not come to terms there is very little doubt but that the council will or der all street light turned off, to the fjolish man will buy a lantern and the wie man will borrow it from his neigh bor. The council bas received a proposition from J. M Hamilton, of Yreka, Cal., to supply arc lights to the city at the rate of 15.50 per month and 10 candle power incadesrent for 55 rents, provided the city will grant him the exclusive pole privilege. Hamilton controls electric tight plants in three towns in Northern California, and the are the price charged there. If the Portland General Electric company come anywhere near meeting this offer, quite naturally they will be given preference over outsiders. REPORT SKT AMDS. The case of the Oregon City and South ern Railway against the Southern Pacific Company and the Oregon A California K;ii I road was argued before Judge Mc Bride in the Circuit Court Saturday. Tne plaintiff's attorneys are Cotton, Teal and Minor and C. I), and I). C. La tourette, while W. I). Fenton, George C. Jirownell and Hedges & Gnllith represent the defendants. At the lattt term the court appointed Messra. I)reser, U'Ken and Loveil to report the kind of crossing to be constructed by the O, C. & 8. across the track of the S. P. Co. ami a majority nf the commissioners, lreBer and L 'lien favored an overhead crossing but Coin misHioner Lovett reported in favor of a grade crot-sing. The court set aside the majority report on the ground that the commissioners exceeded their au thoiity as they did not have sufficient power to direct the elevation of a county road. The majority report recommen ded that the crossing be made so that it could be used as a public highway. Judge McBride intimated that he favored a grade crossing and after setting aside the report, decided to apiii)t new com missioners, recommended by the attor neys of both parties to the suit, to be railroad civil engineers and the appoint ments will be made soon in order that the new commissioners may report by the July term. The Southern Pacific Company is op posed to the Oregon City and Southern crowing their tracks but favor an over head crossing as againsta grade crossing. The U. C. & S. Railway is controlled by Fred S. Morris, of Morris and Whitehead, who owns the i'ortland City and Oregon Railway, though it acts under a sepaiale charter. "The doctors told me my cough was incurable.
