The war de partment has received a report from Gen eral Chaffee of the incident that occurred in Pekin in connection with his repre sentations to Field Marshal von Walder see. It appears that General Chaffee did use Borne pretty vigorous language in protesting against the thieving and loot ing of the foreign troops. What partic ularly hurt the feelings ol Waldersee was a pointed reference by General Chaffee to the fact that this disgraceful and un mililary practice of looting was being In dulged in, not by the men who did the fighting and opened the way to Tekin, but by the latecomers, who had home none of tbe brunt of conflict and hard ship.' Walderse himself did not reach Pekin nntil long after the expeditionary orce had occupied the town. It is recognised here eulclally that General Chaffee bad provocation for hii deliverance, but regret ia felt that ho used this tone in addressing tbe field marshal. It Is significantly pointed out here that perhaps it was not incumbent upon General Chaffce to make any repre sentations whatever on this subject to tiie field marshal, as there is no longer anyolCcial tie between them. When tbe United States Government changed the character of Its military representa tion in Pekin from an expeditionary force to a mere legation guard, ol course that guard no longer cm me nnder the control of the commander-in-chief at Pekin, but simply a part of Minister Conger's ofilic ial Loueehold. WASiimoToir, Dec, 11 The Crst speech. in opposition to the ship subsidy bill in the senate was delivered today by Clay (dem. Ga.),one of the minority members of the committee on commerce, which reported it to the senate. Ha is recog nized as one of the most rigorous op ponents ol the bill in the senate, and during two bonrs was accorded close at tention by senators on both sides of the. chamber. Hanna (rep. O.), wbo ex pect to reply to Clay's arguments, gave him particularly attentive hearing. In the early part of the session a lively colloquy was precipitated over the refer ence to the committee of the oleomar garine bill, just passed by the bonse, It finally went to tbe com to it te on agricul ture. This was a victory for the friend of the bill. There also was a sharp de bate over the Montana senatorabip case, but do action was Ukentbe matter, by consent, going over temporarily. To morrow no business session of tbe eenat will be held, as the time will be devoted to the celebration of the centennial of the establiidiment of the seat of govern ment in Wasbinirton. This town was menanced early this morning by a. fire which bears the evidence of having been Incendiary in origin. The Tori- land fire department came promptly to tbe rescue, and tonight the citizens have mingled feelings of gratitnde to the Port land firemen for their effective work, and of thanksgiving for the averted; danger, which threatened every business block in the town. The fire broke nut iu Cool edge Mc Claine's building, at 4 a. in., this morn ing. It was occupied by I. Benjamin, of Portland, who carried a slock of general merchandise, and was nnder the man agement of Ben Wise. The fire was first discovered by Dr. P. A. Davis, wh gave the general alarm by ringing the city flrehell. Dr. Davis, whose resi dence is across the street from the build ing, heard some one splitting wood in the rear of the building shortly before the fire occured, and on going to the win dow saw smoke issuing from the store. Word was sent to tbe chief of police there to arrest him. Sentiment here is strong against hiiu, and it is be lieved that he can tell how the fire originated.
