Tue tardy success of the English in
South Africa is leading many people to a
certain examination of the fetish of
England's greatness as a military and
naval power. Strange to say, the history
of England's wars does not show a great
military nation. Her two great gen
eral, the Dukes of Marlborough and of
Wellington led England to victory when
she bad powerful allies, bat no single
military success can compare w ith those
of France or Germany. Great as a
ful sign. Its problems are the hardest
that the South has to face ; they sre best
understood by those living among them
and a free and unprejudiced discupMon is
the first step towards a solution.

Oregon republicans are for expansion,
the Nicaragua canal, the open door in

countries should pay for their goods.
When the supreme court decides that
the recent Puerto Rican legislation is
constitutional, Mr. Bryan will have an
other reason for demanding tue sup
pression of that body.
Fbom the way the democrats seem to
be worrying over the constitution, it
would appear that they have forgotten
that there is a supreme court, whose
chief duty it is to eafeguard that encred
document.
One of the most hopeful signs of the
times is the care and attention given to the
defective and delinquent classes of our
children. There has been a recent agi
tation in cities looking towards providing
separate courts for children accuBed of
crime. This idea should be followed up
to a practical result. Statistics show
that after a child has once suffered arrest
his downward career is rapid. The
necessary and enforced, association with
older criminals has an evil effect. Those
familiar with the statistics of criminality
believe that the first step towards saving
a child would be made if this matter of
separate courts could be established.
The Mother's congress has been asked to
consider the matter. It directly con
