Act, the property owner are not liable
fur the iutereit on bond floated by the
city, but that the city will have to bear
tha Interest ao accruing.

At the lat meeting of the city council,
a committee of three, cuneiating of Coun
cilman Charinan, Albright and Grace,
wa appointed to investigate and reiort
upon the feasibility of building a aewer
to accomodate the residence portion of
the city upon the hill.
For many yeara the necewity of such
an Improvement ha been apparent and,
an attempt wan nude last year to do
omething in that direction but there
being conHidurable opposition, owing to
the expensive ayatem proposed, the mat
ter wa dropHd. At the last session of
the state legislature a law was paused,
called the "Bancroft Bonding act,"
I which provides that In the building of
i sowers and improvement of streets, the
property owners may pay the assess
ments In installment ol one tenth every
year lor teo year with Interest at 6 per
con', per annum. This law has boon
recently upheld by a decision of the
supreme court of the state in a case that
was taken up from Portland.
The sewer is badly enough needed and
If a practical system can be adopted at a
reasonable expenditure, giving the prop
erty holders the option of paying the
cost in installments under the new law,
It la thought there would be little oppo
sition to encounter.
